The new package combines proposals developed during the work of the Project Office and specialized working groups, as well as amendments prepared in execution of the instructions of the Head of State, Government resolutions, instructions of the Prime Minister, and decisions of the Project Office. In total, 45 changes have been included in the package to date. Their key provisions are included in the Regulatory Policy Advisory Document, published on July 2 on the website of the Ministry of National Economy and the “Open NPAs” portal.
At the 21st meeting of the Project Office, held under the chairmanship of Deputy Prime Minister – Minister of National Economy Serik Zhumangarin, participants reviewed another block of amendments. In particular, it is proposed to create preferential tax conditions to stimulate the legal circulation of digital assets. For this purpose, it is envisaged to exempt individuals from paying individual income tax on income from transactions with digital assets carried out through Kazakhstani digital asset service providers, for the period from January 1, 2026, to December 31, 2028.
A separate block of amendments is aimed at improving the mechanisms of state support for investment projects and creating more attractive conditions for foreign investors. In particular, it is proposed to restore the mechanism for concluding investment priority contracts, as well as investment agreements with the full package of fiscal preferences provided. In addition, it is proposed to grant investors the opportunity to independently build the necessary infrastructure with subsequent reimbursement of incurred costs through the corporate income tax deduction mechanism.
The new package also includes decisions previously developed at Project Office meetings. Among them are the introduction of a super deduction for expenses on goods labeling, expansion of individual income tax deductions for persons with disabilities, restoration of exemption of certain incomes from social tax, exemption of factoring and forfaiting from VAT, adjustment of VAT on agricultural products credited to offset, excise tax on fruit wines, and other initiatives. In total, the package includes 20 decisions adopted during the work of the Project Office.
In addition, the package is supplemented with amendments aimed at further digitalization of tax administration, improvement of tax procedures, and elimination of issues identified during the application of the Tax Code. They were prepared taking into account appeals from taxpayers, proposals from government agencies, the Atameken National Chamber of Entrepreneurs, and the Supreme Audit Chamber.
At the same time, a number of initiatives require additional elaboration with the business community before submitting the bill for consideration by the Kurultai. Their discussion will continue at the Project Office platform.
