Government approves adjusted project for Nurly Zhol State Program of Infrastructure Development

July 3 at the meeting of the Government chaired by the Prime Minister Bakytzhan Sagintayev, the results of the implementation of the Nurly Zhol State Program of Infrastructure Development for 6 months were considered, and an amended draft of the further work was adopted.

Reporting on the results of the work under the Nurly Zhol program for the first half of the year, Minister of National Economy Timur Suleimenov said that in 2018, 829.5 billion tenge will be allocated for its implementation from all sources of financing. In general, as of July 1, the implementation of the Nurly Zhol is proceeding according to the financing plan.

First direction — the development of transport and logistics infrastructure. In total in 2018, at the expense of allocated funds it is planned to cover construction and reconstruction of 4,200 km and open traffic on 528 km of highways. Over the six-month period, the volume of cargo transshipped through the port of Kuryk was 856 thousand tons of cargo. By the end of this year, the full completion of the construction of the automobile terminal of the ferry complex of the Kuryk port is planned. In general, the total designed capacity of the port Kuryk will be 6 million tons of cargo per year.

In the second direction — strengthening of the energy infrastructure — by the end of this year it is planned to implement the project of building high-voltage lines in the direction Shulbinskaya HPP (Semey) – Aktogay – Taldykorgan – Alma.

The next direction of the State Program is the modernization of the infrastructure of housing and communal services. In 2018, 38.9 billion tenge were allotted to this direction in the specification of the republican budget for the modernization of housing and communal services, of which, as of July 1, 18.4 billion tenge or 48% of the annual plan was spent. According to the financing plan, execution is 100%.

In general, the implementation of the Nurly Zhol State Program is proceeding according to the financing plan.

Based on the results of the report, Timur Suleimenov presented an amended draft of the State Program, which provides for an increase in revenues from transit traffic to $4 billion, as well as the volume of transit container shipments to 1.2 million TEU. It also provides for an increase in the number of transit air passengers to 1.6 million and the number of passengers by regional air lines to 170 thousand air passengers.

The project was coordinated by akimats of regions, Astana and Almaty cities and interested state bodies.

Minister of Finance Bakhyt Sultanov reported on the implementation of the Nurly Zhol Program in terms of the execution of budgetary and National Fund’s allocated resources.

So, for the implementation of Nurly Zhol, 474.6 billion tenge were allocated in the republican budget for the current year. In total, 129.1 billion tenge, or 96.2% of the plan for the reporting period, was disbursed under the state program. As of the reporting date, liabilities for 266.4 billion tenge, or 56.1% of the annual plan, were registered. As of July 1, 2018, the volume of taxes to the budget from payers who received preferential lending under the state program in previous years amounted to 23.8 billion tenge. Compared to the same period last year, the growth rate was 12.9%.

11 auditing activities were carried out to verify the expenses of the state program with the coverage of 24.7 billion tenge of budget funds.

Minister for Investments and Development Zhenis Kassymbek spoke about the implementation of projects in transport and logistics infrastructure, and housing and communal services. In 2018, 23 road projects are being implemented. In the implementation of the Nurly Zhol projects, taking into account the local network of roads, 100 thousand people are involved. A total of 528 km is planned to be opened by the end of the year.

Kassymbek noted that one of the priority tasks is the introduction of pay for the roads of national importance. Thus, within the framework of the program, work is underway to establish a charging system at three sites: at Almaty-Khorgos, the fee collection system is launched in a test mode, in the areas of Astana-Temirtau and Almaty-Kapshagai, the launch is planned in October of this year.

In addition, the ground infrastructure of Kazakhstan airports continues to be modernized. In December 2018, the reconstruction of the runway of the airport of Semey will be completed, and this year the reconstruction of the runway of the airport in Kostanay with the completion date in 2019 has begun.

Minister of Energy Kanat Bozumbayev, in his turn, reported on the measures to develop and strengthen the energy infrastructure in the framework of the Nurly Zhol program.

The Ministry of Energy is implementing a number of projects within the framework of this program. Thus, 148.7 billion tenge will be allocated for the construction of the transit line of the North-East-South transmission line with a voltage of 500 kV. Under the budget program "Lending for the Reconstruction and Construction of Heating Systems in the Regions, Cities of Astana and Almaty," about 2.3 billion tenge will be allocated in 2018 for the implementation of 2 projects in the Akmola region. The first of them — "Construction of a Central Boiler with Heat Networks in Esil, Esil district, Akmola region." The second is a boiler room in the village of Shantobe, Akmola region.

Chairman of the Board of KazAvtoZhol NC Yermek Kizatov reported on the development of roadside service facilities. Today there are 1859 road service facilities along the highways of republican importance. Among them, 260 are in the main transport corridor. Until the end of 2025 it is necessary to install 70 pavilions of KazWay service with warm, well-maintained sanitary units. At present, the first pavilions of the service are installed on the highway Astana-Shchuchinsk, which received positive feedback from road users.

The final result of the work on bringing Kazakhstan road service objects in line with the current standard will be the integration of information on their location in the global information network of Transpark, Google, Yandex.

"As part of the digitalization of the industry, we completed the inventory of road service facilities and carried out their electronic certification. On the maps of the TRANSPark application, information of 150 Kazakhstan service objects corresponding to the national standard is already available and by the end of the year we plan to place information about 818 objects. We plan to complete this work in 2019," said Yermek Kizatov.

At the same time, data on the location of road service facilities and the services they provide are loaded into public maps of Google Maps and Yandex.Maps. Today the data on four regions is uploaded, the number of views has exceeded 1.5 million. By the end of the year, it is planned to download data on all road service facilities that meet the national standard. Thus, in 2019 the information about the facilities of the road service of Kazakhstan, as part of the transport and logistics infrastructure, will fully enter the global information network of international road transport.

In addition, in order to inform the road users about the existing road service facilities during the chosen route, the company created a mobile application KazWay. From July 15 this mobile application will be available for iOS, and from September of this year — on all Android devices.

In the current year, 34.3 billion tenge were allocated to regions for the implementation of projects in the area of ​​housing and communal services. During the meeting, the Akims of Kyzylorda, Karaganda regions and Almaty city acted on the measures taken to ensure timely and high-quality development of funds.
