Leading Kazakhstani experts discuss draft Strategic Development Plan of Kazakhstan until 2025

Today, in the ‘open dialogue’ format, the Minister of National Economy Timur Suleimenov discussed the draft of the Strategic Development Plan of Kazakhstan until 2025 with the leading Kazakhstani experts.

Minister of National Economy Timur Suleimenov outlined the main goals and objectives of the Strategic Plan. According to him, the plan comes to replace the Strategic Development Plan until 2020, the main tasks of which have been fulfilled. At the same time, the document is a medium-term plan subordinated to the "Kazakhstan-2050" strategy

"Strategic Plan 2025 is a logical continuation of Strategy-2050 and the Plan of the Nation, proposed by the Head of State, and the mechanism for its implementation," T. Suleimenov noted.

The main goal of the new plan is to achieve a qualitative and sustainable growth of the economy until 2025, leading to an improvement of the living standards of people to make them comparable with the OECD countries. To measure progress in achieving the goal, key national indicators are provided which measure the quality of life of the population and the quality of economic growth.

The basis of the Strategic Plan 2025 is a combination of seven systemic reforms and seven priority implementation policies from the 2050 Strategy. The Formula 7x7 will ensure a balance of stability and development in order to achieve Kazakhstan's global competitiveness.

Seven policies of the Government are designed to ensure a strong retention of social stability in the course of reforms. Priority policies complement systemic, accelerated reforms, contributing to the maintenance of social and economic stability.

Seven system reforms:

  • New human capital.
  • Technological update and digitalization.
  • Competition and competitive business.
  • The rule of law and the fight against corruption.
  • Strong regions and urbanization.
  • Modernization of public consciousness.
  • The public sector as a leader of change.

The experts discussed each of the reforms in detail. Chairman of the Board of Atameken NCE, Ablay Myrzakhmetov, Vice President of the Nazarbayev University OJSC, Kanat Baigarin, Chairman of the Committee on Legal Statistics and Special Accounts of the Prosecutor General's Office, Bagdat Mussin, director of Oil Gas Project LLP, Zharas Akhmetov, partner of the Research and Consulting Center, Anuar Buranbayev, director of public relations center "Center for Analysis of Social Problems" Meruert Makhmutova, director of the Center for Economic Analysis "Rakurs" Oraz Zhandossov, research manager of the Center for Applied Ecological Research,  Zhaksybek Kulekeyev, senior partner of the Center for Strategic Initiatives, Olzhas Khudaybergenov.

The moderator of the discussion — director of the Talap Center for Applied Research, Rahim Oshakbayev, in turn, noted that this is the first document based on the opinion of the Kazakh expert community. According to him, more than 80 experts gave their positive comments on the project.
