Minister of Industry and Construction Yersayin Nagaspayev reported at the Government session on the progress of the implementation of housing policy and the introduction of digital tools in the construction sector.
He noted that, within the framework of fulfilling the instructions of the Head of State, 111 million square meters of housing are planned to be built in the country over seven years.
“For the third consecutive year, the pace of housing construction has exceeded planned indicators. According to the results of 2025, a record volume of housing was commissioned — 20.1 million square meters against the planned 19.2 million square meters. In the current year, the projected commissioning volume will amount to 18.5 million square meters, with the largest volumes expected in Astana, Almaty, and Shymkent,” Yersayin Nagaspayev emphasized.

This year the work will continue: it is planned to construct and purchase 11.5 thousand units of credit housing totaling 155 billion tenge, as well as issue 18.2 thousand preferential loans. The Minister drew the attention of regional administrations to the need to ensure sufficient financing for infrastructure and rental housing through general-purpose transfers.
Special attention in the report was paid to the new Construction Code, which enters into force on 1 July this year. The document establishes the transition to digital technologies and the accounting of the full life cycle of facilities. To improve construction quality, an electronic register of license holders with automatic verification and phased certification of engineers are being introduced.

At the same time, the Minister noted low progress in the revision of urban planning projects in the Mangystau, West Kazakhstan, Kyzylorda, North Kazakhstan, and Abai Regions.
To centralize processes, a Unified Construction Portal (Qportal.kz) has been created, integrating planning, expertise, and construction monitoring systems (E-Qurylys). Since 1 January, a system for forming a register of domestic manufacturers with the assignment of construction catalog codes has been launched in pilot mode.
“We are introducing BIM technologies, which allow working with electronic 3D models of facilities. This ensures transparent monitoring and automation of quality control. In addition, in the first quarter of this year we plan to pilot the use of artificial intelligence for automatic verification of the completeness of project documentation,” Yersayin Nagaspayev reported.
The new Code also strengthens oversight: state architectural and construction control bodies and emergency services will participate in the commissioning of facilities, planned inspections will be introduced at all stages, and remote desk-based control will be implemented. A separate chapter of the document is devoted to seismic safety, which will make it possible to move toward risk prevention and improving territorial resilience.
