At the Government session chaired by Prime Minister Olzhas Bektenov, issues of implementing the instructions of the Head of State given at the joint session of the chambers of Parliament were considered. Minister of Industry and Construction Yersaiyn Nagaspayev delivered a report on the implementation of key tasks.
According to him, the ministry is carrying out work to ensure the sustainable development of the real sector. To date, the 9% growth in the manufacturing industry has been largely ensured by the commissioning of new production capacities. If 190 projects were commissioned in the republic last year, then this year it is planned to implement 200 investment projects with a total cost of 1.7 trillion tenge. To date, 74 projects worth 252 billion tenge have been launched from this pool, which has created more than 4.3 thousand permanent jobs.
In parallel, the ministry is improving the sectoral regulatory and legal framework. An important step was the signing of the Law on the Development of Mechanical Engineering, which introduces the institution of industrial clusters with state support measures for the cooperation of small and medium-sized enterprises from all regions. The law also introduces the mandatory use of Kazakhstani goods when concluding agreements on industrial assembly of vehicle components and a system for assessing the balance of production capacities to increase the efficiency of state incentives. In addition, at the instruction of the Head of State, a concept for a new model of Special Economic Zones has been developed, providing for the introduction of the “single window” principle, the development of private operator management, and the creation of ready-made production premises for the accelerated launch of new productions.
“In the construction industry, the volume of work for the first 5 months amounted to about 2.4 trillion tenge, increasing by 13.4% compared to the same period last year. Also, 6.3 million square meters of housing were commissioned, which is 4.5% higher than last year’s level. For the current year as a whole, the commissioning of 20 million m² of housing is planned. An important stage in improving the industry was the adoption of the new Construction Code. 138 regulatory legal acts aimed at forming a modern system for regulating construction activities have already been adopted for its implementation. The norms of the new Code, which came into force on July 1 of this year, will improve the quality and safety of construction, make procedures more transparent and efficient,” Yersaiyn Nagaspayev emphasized.
In the framework of implementing the instructions of the Head of State, the ministry is also continuing the implementation of the National Project “Modernization of the Energy and Communal Sectors.” In the field of water supply and sanitation, work is currently underway on 223 projects, of which construction and installation works have been deployed at 13 facilities.
Overall, along the ministry’s line, large-scale modernization of 5 thousand km of water supply networks and 2.8 thousand km of sanitation networks with a total cost of over 1 trillion tenge is planned until 2030. At the same time, the ministry’s plans include the implementation of 45 projects for the construction and reconstruction of sewage treatment facilities worth about 800 billion tenge, which will ensure comprehensive renewal of the country’s communal infrastructure.
