Deputy Prime Minister – Minister of National Economy Serik Zhumangarin presented a strategy for qualitative economic diversification and the formation of a new growth model at the Government session. In line with the tasks set by the Head of State, the key priority is the creation of a modern industrial framework through the development of manufacturing and high-tech industries.
At the Government session chaired by Prime Minister Olzhas Bektenov, further measures to diversify the economy were reviewed.
Prime Minister Olzhas Bektenov, during a working visit to the city of Astana, inspected the implementation of key industrial and digital development projects of the capital in accordance with the President’s instructions on economic diversification and the development of technological infrastructure.
As part of the implementation of the instructions of the President of the Republic of Kazakhstan, Kassym-Jomart Tokayev, on the development of manufacturing industry, economic diversification, and attraction of investment, steady growth of key sectors was ensured in 2025.
In accordance with the instructions of the President of the Republic of Kazakhstan and within the framework of the Government’s systematic work, the development of Almaty Region in 2025 was focused on improving public welfare and strengthening the region’s economic potential. A key emphasis was placed on job creation and comprehensive infrastructure modernization, primarily in rural areas, where more than 80% of the region’s population resides.
As part of the implementation of the instructions of the President of the Republic of Kazakhstan on the development of the manufacturing industry, a plant for the production of finished pet food will be built in the Almaty Region. The relevant resolution was signed by Prime Minister Olzhas Bektenov.
At the Government session chaired by Prime Minister Olzhas Bektenov, the results of the country’s socio-economic development and the execution of the republican budget for 11 months of the current year were reviewed.
An Investment Agreement has been signed for the construction of a plant for the production and assembly of modern sanitary ware products in Kyzylorda Region in the amount of over 44 billion tenge. The agreement was signed by Minister of Industry and Construction Ersayin Nagaspayev and Akim of Kyzylorda Region Nurlybek Nalibayev on one side, and General Director of ROKA Kazakhstan LLP, a subsidiary of the Spanish company Roca Group, Daniel Hernandez, on the other.
At the Government session, Minister of Energy Yerlan Akenzhenov reported on the state of the oil refining and petrochemical industries. He presented information on current production indicators, the implementation of digital systems, and strategic development plans.

In his Address to the Nation “Fair Kazakhstan: Law and Order, Economic Growth, Public Optimism”, President Kassym-Jomart Tokayev outlined the main vector of the country’s development – building a strong and diversified economy, with powerful industrial potential as its foundation.
At a Government session, Minister of Industry and Construction Yersayin Nagaspayev reported on the current state of the railway engineering sector, key projects, and plans for its further modernization.
At a Government session, Deputy Minister of Industry and Construction Olzhas Saparbekov noted that the mining and metallurgical complex (MMC) holds an important place in the national economy. The MMC accounts for 8% of Kazakhstan’s GDP, with total production exceeding KZT 14 trillion, and around 224,000 people employed in the sector.
Minister of Energy Yerlan Akkenzhenov reported that the volume of goods, works, and services procured by subsoil users in the energy sector totaled 1.1 trillion tenge in the first quarter of 2025, with in-country value reaching 680 billion tenge, accounting for 60.2% of the total.
At the Government session, Minister of Industry and Construction Yersayin Nagaspayev noted that based on the results from January to April of this year, the manufacturing industry has demonstrated stable growth, amounting to 7.2%. According to him, during this period, enterprises produced goods worth 8.8 trillion tenge.
