Kazakhstan is systematically transitioning its agricultural state support system to an earlier financing schedule. While a significant portion of credit funds previously arrived directly during the field operations period, agricultural producers now have the opportunity to prepare for the season several months in advance.
This approach aligns with the directive given by Head of State Kassym-Jomart Tokayev at the First Forum of Agricultural Workers on November 15, 2024—aimed at providing farmers with necessary financial resources prior to the start of core seasonal operations and improving the quality of spring sowing preparation.
For the agricultural sector, timing is critical. Seeds, fertilizers, plant protection products, fuel, and spare parts are required long before equipment enters the field. Early lending allows farmers to build up necessary reserves, prepare machinery, and balance their financial workload ahead of the most demanding stage of the agricultural cycle.
The Early Financing Mechanism Has Become Systemic
The initial practical step occurred at the end of 2024. In fulfillment of the President's instructions, the Agrarian Credit Corporation opened applications for early financing of the 2025 spring sowing campaign on November 29.
The mechanism was subsequently refined, shifting its launch dates to even earlier periods.
Starting October 1, 2026, application acceptance begins for financing spring field and harvesting operations for the 2027 season. A total of 200 billion tenge is earmarked for these purposes, with an interest rate of 5% per annum for farmers.
Thus, financial preparations for the upcoming season begin in the autumn, well ahead of spring field operations.
Expanding Support for the Agro-Industrial Complex
Early financing is expanding amid an overall increase in preferential lending to the agricultural sector, following the priorities for further agricultural development outlined by the Head of State in his Address, "Kazakhstan in the Era of Artificial Intelligence: Current Tasks and Their Solutions Through Digital Transformation." Over the last three years, funding volume for spring field and harvesting operations has grown nearly 1.8-fold, reaching 750 billion tenge.
As of September 28, 2026, 664.4 billion tenge has been issued to farmers, covering more than 8 million hectares in total financing.
Receiving funds in advance enables farms to make timely preparations—purchasing seeds, fertilizers, crop protection products, fuel, and spare parts, completing machinery maintenance, and entering into contracts with suppliers well ahead of time.
Expanding Access to Financing
Concurrently, tools expanding access to credit resources for agricultural producers are being broadened.
An insufficient collateral base remains a core issue for many farms. To address this, a guarantee mechanism is applied, covering up to 85% of the loan amount for spring field and harvesting operations:
Financial instruments are made available through second-tier banks, credit partnerships, social-entrepreneurial corporations, and the branch network of JSC "Agrarian Credit Corporation."

Harvesting Campaign Maintains High Momentum
To date, 13.5 million hectares of grain crops have been harvested in Kazakhstan, representing 83% of the total area of 15.6 million hectares. During the same period last year, 11 million hectares (68.6% of 16.1 million hectares) had been harvested.
These indicators reflect both the success of the harvesting campaign and the scale of commodity reserves being formed to secure the domestic market.
Next Stage: Preparing for the 2027 Season
The architecture of agricultural support is steadily evolving. Its foundation relies not only on increasing the volume of preferential lending, but also on shifting the timing of when financial support becomes accessible to producers. A new preparation cycle for the agricultural season now begins well before the current year ends, giving producers the opportunity to establish resource bases, service equipment, and plan spring field operations well in advance.
