About 441 thousand people employed in Kazakhstan in first six months of 2023

At the Government session the issue of realization of regional employment maps was considered. Deputy Prime Minister – Minister of Labor and Social Protection of Population of the Republic of Kazakhstan Tamara Duisenova made a report.

Within the framework of fulfillment of the Head of State's instruction on employment within 7 years of 3.3 million Kazakhstani people, including at least 2.3 million young people, first of all, with the help of the Digital Family Card the target group, which should be covered by active measures to promote employment, was defined. After that, at the beginning of this year, the akims of regions and cities of republican significance approved 20 regional employment maps.

20 regional employment cards, within the framework of which it is envisaged to attract 947 thousand citizens to work.

"During the reporting period, about 441 thousand people were employed, which is 47% of the annual indicator. Of these, the share of young people is about 50%. Of these employed citizens, 79% are now regularly transferring 10% pension contributions, confirming that they work on a permanent basis," informed the Head of the Ministry of Labor and Social Protection.

Tamara Duisenova said that employment of citizens is carried out in several directions. 

Thus, about 20 thousand new jobs have been created within the framework of 11 national projects. The largest number of jobs opened under the projects "Entrepreneurship Development" (7841), "Strong Regions - a driver of development of the country" (6294), "Development of agro-industrial complex" (3373), "Green Kazakhstan" (2512). To date, 19,747 citizens have been employed at these jobs. Of these, 44% are young people and 38% are women.

"Also, the employment of citizens is provided through referrals to vacancies posted on the Electronic Labor Exchange. At the end of the half-year, more than 124 thousand people were employed. In accordance with the types of economic activity, the vast majority of those employed work in the spheres of agriculture and fishing, construction and manufacturing, education, health care and social services. These spheres account for 62% of employed citizens," Tamara Duisenova added.

Deputy Prime Minister noted that within the framework of realization of the Head of State's instruction to create 100 new jobs for every 10 thousand people living in the regions, 123.7 thousand business entities were registered, where more than 151 thousand citizens were employed.

In addition, the state is actively promoting the employment of citizens by creating subsidized jobs. As of July 1 of this year, 26,000 citizens belonging to vulnerable groups found their first jobs. 59% of the citizens covered by subsidized jobs are women and 36% are young people.

"Monitoring of the employment process this year is carried out by checking the availability of pension contributions, electronic labor books and identifying the target group on the Digital Family Card. As a result of measures taken to ensure the employment of citizens, labor income was formed in the composition of 297 thousand families, and due to the increase in the number of working family members, the income of 137 thousand families increased. 52% of the total number of employed citizens are rural residents," Tamara Duisenova emphasized.

The Head of the Ministry of Labor and Social Protection also spoke about the results of the ongoing work on the employment of young people using the Digital Family Card.

"Having analyzed the possibilities of unemployed youth, we sent SMS messages to more than 36 thousand young people with an offer to use an additional opportunity to find a job. By clicking on a special link, citizens were able to get full information about what employment measures exist and how to look for a job on their own. As a result, more than 3.8 thousand unemployed young people received additional employment opportunities," she said.

The next direction of active measures to promote employment is the provision of state grants. To date, 5,316 citizens from socially vulnerable groups have been provided with state grants, 40% of whom are young people.

"On the instructions of the Head of State, the Ministry of Labor is implementing another project to provide microcredits for young people at a rate of 2.5% per annum to support entrepreneurial initiatives. About 29 billion tenge is envisaged in the national budget this year to support 5,796 young entrepreneurs. To date, the territorial branches of the Agrarian Credit Corporation have accepted 4,244 applications to the amount of 19.6 billion tenge, of which 1,228 people have received soft loans to the amount of 5.4 billion tenge," Tamara Duisenova informed.

At the end of her speech, the head of the MLSPC reported that since July 1 this year in connection with the adoption of the Social Code began its work regional centers of labor mobility (hereinafter - CLM), created as part of the transformation of employment centers.

The main task of the CLMs is the formation and implementation of regional employment policy, taking into account local specifics and in conjunction with the indicators of the national labor market. The work of CLMs will be aimed at increasing the mobility of labor resources within the regions, encouraging voluntary resettlement of citizens from labor-surplus to labor-deficient regions and, if necessary, regulating the processes of external migration.
