At the Government session, Minister for Emergency Situations of the Republic of Kazakhstan Chingis Arinov reported on the measures being implemented to enhance emergency response efficiency. He noted that the country has introduced geoinformation systems and AI-based analytics for monitoring emergency situations. Video surveillance cameras are installed across the regions to monitor fire hazards.
Active construction and renovation of fire stations and rescue facilities are underway across all regions. In total, 25 fire stations and rescue posts have been built, and 196 facilities have been reconstructed. By the end of the year, construction of another 23 fire stations is expected to be completed.
“To provide comprehensive assistance to the population during emergencies, universal units have been established, combining firefighters, rescuers, and paramedics. Such units are already operating in five settlements — Arshaly, Makinsk, Maitobe, Akkuly, and Karkaralinsk. This project will gradually be launched in all regions of the country,”
Chingis Arinov said.
The technical capacity of MES divisions is being significantly improved without increasing funding levels. More than 800 units of machinery and over 20,000 pieces of equipment have been purchased and distributed to district-level divisions.
A key initiative of the Ministry is the development of rural rescue units. This year, the departmental program “Aýyl qutqarýshylary” (Village Rescuers) was launched with the support of local authorities and the business community. Since the beginning of the year, 82 fire stations have been opened, with 67 more planned by year’s end. The Ministry provides these units with vehicles, uniforms, and communication tools, and conducts training. Thousands of volunteers in remote villages help extinguish fires before the arrival of main emergency teams — significantly improving safety for rural residents, a contribution praised by the Head of State.
The activities of Aýyl qutqarýshylary have reduced the number of rural fires by 25% and fire-related fatalities by 38% compared to the same period last year. According to the Ministry, since the start of the heating season, residential fires nationwide have decreased by 17.5%.
The Minister emphasized that targeted inspections of residential houses were conducted before the heating season to check heating systems, stoves, and chimneys, with special attention to socially vulnerable citizens, who receive necessary assistance.
“This year, firefighters removed about 1,500 gas cylinders from fire sites, preventing potential casualties. Last year, I raised the issue of outdated household gas cylinders and their labeling. Currently, a pilot project for labeling gas cylinders has been launched in two cities, enabling unified tracking and control of their circulation,” Chingis Arinov added .
In conclusion, the Minister stressed the importance of strengthening supervision by gas-technical inspectorates under local akimats to ensure the safe operation of gas systems and equipment.
