Aida Balaeva Inspects Readiness of Almaty Region Tourist Facilities for Summer Season

Deputy Prime Minister – Minister of Culture and Information of the Republic of Kazakhstan Aida Balaeva and Minister of Tourism and Sports Yerbol Myrzabosynov inspected the readiness of tourist facilities in the Almaty region for the summer season.

The working trip was attended by representatives of central government agencies, the Government Office, and Akim of Almaty Region Marat Sultangaziyev.

During the on-site inspection, the communal beaches of the city of Konaev and the multifunctional complex “ASP Arena” were checked. The akimat and relevant services reported on sanitary preparation, safety measures, the work of medical, rescue, and law enforcement services, as well as the organization of conditions for visitors.

Aida Balaeva emphasized the need to ensure the readiness of facilities right now. Particular attention was drawn to the importance of timely explanatory work with the population, water safety, food safety, and maintaining public order.

It was separately noted that not all beaches and recreation areas are under the jurisdiction of akimats. In this regard, Aida Balaeva stressed that owners of private facilities must also bear full responsibility for cleanliness, public order, infrastructure conditions, and, above all, for the safety of people on the water. The akimat was instructed to prepare appropriate notifications to the owners of recreation zones with recommendations on ensuring safety, sanitary maintenance, and proper organization of work during the summer season.

In addition, the Minister of Tourism and Sports was tasked with developing legal mechanisms regulating the responsibility of private companies and owners of tourist facilities for providing necessary infrastructure, safety conditions, and compliance with established requirements. It was emphasized that private recreation zones should not be limited to commercial activities only without proper responsibility to citizens and the state.

The Deputy Prime Minister also paid special attention to the need for control over the legal activities of public catering facilities and other service points operating in tourist zones. Authorized bodies were instructed to ensure compliance with labor legislation, the availability of contracts with employees — including attracted youth and students — as well as occupational safety requirements. It was stressed that the rights of citizens must be fully observed — both the rights of vacationers and the rights of local residents and workers.

The issue of transport logistics, availability of parking spaces, organization of traffic, and regulation of vehicle flow in mass recreation areas was also raised. Particular emphasis was placed on the need for strict response to violations of public order and safety requirements. Aida Balaeva stressed that all established rules must be strictly observed, and measures against violators must be taken promptly and in full compliance with the law.

“The ideology of ‘Taza Kazakhstan’ should be visible not in slogans, but in the actual condition of tourist facilities — in cleanliness, order, clear spatial organization, and respect for the common recreation area. And the principle of ‘Law and Order’ should be reflected in the clear work of all services and the inevitability of measures against those who violate safety and public conduct requirements,” Aida Balaeva emphasized.

Summing up the results, the Deputy Prime Minister instructed to strengthen sanitary maintenance of territories, ensure the readiness of infrastructure and security services, intensify preventive and explanatory work with the population, and establish systematic control over both communal and private recreation facilities. Special emphasis was placed on the need to observe legality, labor rights of citizens, and the responsibility of owners for safety, order, and the quality of services provided.
