Alikhan Smailov: State agencies should address Kazakhstan citizens' issues proactively, without waiting for complaints

Prime Minister of Kazakhstan Alikhan Smailov held the Coordination Headquarters on the interaction of central state and local executive bodies.

Head of the Government noted the importance of strengthening coordination between ministries, akimats and national companies for operational solution of problematic issues. However, he pointed out that the akimats do not always fully inform the Government about the problems on the ground.

"For example, in preparation for the heating season or floods, repair and modernization of infrastructure. And in the end, the problems are not solved properly. This leads to emergencies. Such cases have occurred in winter and spring. We need concrete and obvious results of solving the issues. Then citizens will see that the situation is changing, their quality of life is improving. Every government agency, akimat, and national companies need to keep abreast of the situation, monitor the media and social networks, calculate the risks, and get into complaints and appeals of citizens," Prime Minister pointed out.

He added that one should also conduct active explanatory work, take preventive measures and solve problems proactively.

In his speech, Deputy Prime Minister – Head of the Government Apparatus Galymzhan Koishybayev noted that every day a digest of critical publications, complaints and appeals of the population is formed, and the most acute issues are included in the Risk Map for their rapid resolution.

In addition, the Government Apparatus conducts an analysis of incoming calls of citizens. At the same time control of their consideration is strengthened.

Prime Minister stressed that the meetings of the Coordination Staff will regularly consider problems, solutions of which require cooperation between the regions and central government authorities. Deputy Prime Ministers will also review the issues raised weekly at their level.

"The Government Apparatus must clearly monitor the implementation of the instructions of the Head of State and the Government leadership. We need coordinated actions, we need concrete results," Alikhan Smailov concluded.
