All Public Services in the Construction Sector in Kazakhstan Have Been Fully Transferred to an Online Format

Deputy Prime Minister – Minister of Artificial Intelligence and Digital Development Zhaslan Madiyev reported at the Government session on the progress of the digital transformation of the construction sector and the introduction of artificial intelligence technologies in urban planning control.

He noted that, in fulfillment of the instructions of the Head of State, the Digital Transformation Roadmap is being implemented jointly with the Ministry of Industry and Construction. The document is aimed at increasing the transparency of processes and improving the planning system.

“Today, 20 key business processes have already been digitalized. The introduction of electronic contracts, automatic verification of documents and acts through API, as well as BIM technologies and digital monitoring will reduce service delivery times and increase the overall efficiency of the sector by 46%,” the Deputy Prime Minister emphasized.

At present, 54 public services in the construction sector have been automated and are fully available in an online format. According to the results of 2025, the share of services provided electronically reached 96%, confirming the high level of digitalization.

The most demanded services include:

  • assignment of addresses to real estate objects;
  • provision of materials for design;
  • approval of sketch designs and issuance of permits for disposal.

The main workload is concentrated at the planning and design stages.

On 9 January 2026, the Government approved a sector digitalization plan for 2026–2027. Special attention is given to preventive control. In Astana, a pilot project has already been launched using computer vision and artificial intelligence to monitor construction progress.

“The system automatically detects at early stages the misuse of land and deviations from master plans. This ensures operational monitoring and creates a preventive control tool. By the end of this year, we plan to scale this experience to other regions of the country,” Zhaslan Madiyev specified.

The unified digital approach in construction is based on three key areas:

  1. Data centralization: integration of all systems into a single digital ecosystem.
  2. Transparency of identification: providing facilities with digital passports.
  3. Automation of interaction: reducing the influence of the human factor.

At all stages of the life cycle of facilities, a digital management model based on unified data is being introduced. Digital tools increase the transparency of processes and make it possible to manage situations in advance while minimizing costs and risks.

Digitalization makes the market more beneficial for everyone:

  • For the state: budget control is simplified and corruption risks are reduced.
  • For business: bureaucracy is reduced and design costs decrease.
  • For citizens: the quality of construction improves and it becomes possible to obtain full information about a facility before purchasing.

Through Astana Hub, 32 innovative projects are being implemented. Platforms are being introduced for construction management, automation of buying and selling processes, monitoring of facilities, equipment management, and occupational safety.

The implementation of these initiatives has already created 750 jobs. According to the results of 2025, the revenue of project participants amounted to 13 billion tenge.
