Prime Minister Olzhas Bektenov held a meeting on the implementation of President Kassym-Jomart Tokayev’s instructions.
“The Head of State drew attention to complaints from residents of Almaty and nearby settlements regarding the high congestion of the Almaty – Qaskelen road. The President instructed to immediately start implementing the project to expand the road. By the end of this week, the contractor must mobilize equipment and personnel. On Monday, July 20, construction work should begin. The instruction of the Head of State must be carried out with high quality and in the shortest possible time,” Olzhas Bektenov instructed.
The Head of Government noted that the cost of the project is fixed and is not subject to increase.
“To avoid speculation with land plots to be acquired for the implementation of the project, their value must be fixed as of yesterday – July 14,” Olzhas Bektenov emphasized.
Minister of Transport Nurlan Sauranbayev presented the project to expand the roadway of the section of the highway from the city of Almaty to the city of Qaskelen, with a length of 8 km, to 8 lanes. Financing is provided through the Development Bank of Kazakhstan. The construction of two interchanges and 9 elevated pedestrian crossings is planned. As a result, the throughput capacity on this section will increase by 2 times. Completion of construction works and commissioning are planned by December 2027.
According to the Akim of the city of Almaty Darkhan Satybaldy, 300 thousand cars enter the metropolis per day. Taking into account internal vehicles, the traffic volume exceeds one million vehicles. The Almaty – Qaskelen highway is one of the most congested sections of the Almaty agglomeration. Traffic intensity here reaches about 60 thousand cars per day. He also reported on the project to extend Abay Avenue to the BAKAD.
Akim of the Almaty Region Marat Sultangaziyev reported on the start of construction of an alternative road, 32 km long, from the village of Uzunagash. This project will reduce the load on the Almaty-Qaskelen highway.
For these projects, the resolution of land issues in the city of Almaty and the Almaty Region is at the final stage. In addition, measures for the development of the Almaty agglomeration were discussed. Projects for roads in the direction of Almaty – Yesik and Almaty – Talgar were considered. Work is also underway on the development of rail transport and the Almaty Metro.
The Head of Government gave a number of instructions on the comprehensive solution of issues of transport connectivity of the Almaty agglomeration.
