At the Digital Qazaqstan forum held in the city of Shymkent, the Ministry of Finance of the Republic of Kazakhstan, together with JSC E-Finance Center, presented the capabilities of commodity analytics implemented in the Digital Financial Map (DFM) module of the e-Minfin system.
The development is aimed at obtaining a comprehensive picture of commodity turnover in the country and generating analytics available at the territorial level. The solution enables visualization of retail sales data on the map of Kazakhstan and analysis with varying levels of detail.
The system generates aggregated analytics with the possibility of detailed breakdowns by various categories of objects, including cash registers, retail facilities and administrative-territorial units. Analysis is available for different periods, as well as the generation of product rankings and identification of regional demand patterns.
Analytics in the current version is based on fiscal receipt data. In the future, it is planned to expand data sources through the integration of electronic invoices and accompanying waybills for goods, which will further enhance the completeness and depth of analysis. At the same time, the use of NTIN identifiers — unique digital product codes of the National Catalogue — ensures end-to-end identification and data comparability. The mandatory use of NTIN from January 1, 2026 has ensured end-to-end identification of goods and made it possible to form a comparable and transparent system for analyzing commodity turnover.
The functionality of the DFM makes it possible to conduct comparative analysis between regions, retail facilities and taxpayers, as well as to promptly identify changes in demand structure and commodity flows.

“Commodity analytics based on the Digital Financial Map makes it possible for the first time to view economic activity through the prism of specific goods and territories. This is not just data, but a tool that enables a deeper understanding of consumption structure, rapid response to changes and more precise managerial decision-making,” Deputy Minister of Finance Asset Turysov emphasized.
The presentation of the solution became part of the demonstration of digital tools aimed at increasing economic transparency and developing the analytical infrastructure of public finance.
The project “Unified Entrepreneur Personal Account” (UEPA) was also presented. The UEPA project is implemented under the “one-stop shop” principle and is aimed at simplifying interaction between business and the information systems of the Ministry of Finance of the Republic of Kazakhstan. The portal integrates key services into a single digital space, providing entrepreneurs with centralized access to public services and data.
The functionality of the UEPA includes unified authentication and role management, delegation of access to employees, a centralized notification system, a built-in chat for interaction with counterparties, analytical tools and visualization of business data, as well as an AI business assistant and tax services. The portal is integrated with government information systems, forming a unified digital ecosystem for business.
To date, more than 15,000 users have been registered in the system, the basic functionality has been launched, and work is ongoing to develop and expand services taking into account feedback from entrepreneurs.
“The Unified Entrepreneur Personal Account represents a transition to a new model of interaction between the state and business. We are creating an environment in which entrepreneurs do not need to search for services across different systems: all key services of the Ministry of Finance are available in a single digital space. This reduces the administrative burden, increases process transparency and allows businesses to focus on development,” Asset Turysov explained.
The presentation of the project at the Digital Qazaqstan forum became part of systematic efforts to develop the digital infrastructure of public finance and expand convenient services for entrepreneurs.
