Deputy Minister of National Economy of the Republic of Kazakhstan Bekbolat Moldabekov reported at the Government session on the ongoing work to digitalize state support measures.
The Deputy Minister spoke about two main directions of digital transformation: the digitalization of state support measures through the eGov Business portal and the development of the Register of Business Entities as the basis for targeted state support and data-driven decision-making.
Today, 150 state support measures have been approved in the country. Of these, 63 measures are already available in electronic format, while 87 measures are still provided in paper form and require digitalization. At the same time, it is proposed not simply to transfer paper processes into electronic format, but to first carry out their reengineering, eliminating unnecessary actions and administrative barriers.
As the first stage of digitalization for transfer to eGov Business, the state support measures provided by the National Investment Holding “Baiterek” have been selected. This is due to the high level of digital maturity of these measures and the significant work carried out by the Holding to optimize and automate processes.
In 2024–2025, the Holding, together with its subsidiaries, carried out the reengineering of processes for the provision of state support measures. A clear example is the “Preferential Leasing 5%” program of JSC “KazAgroFinance” in terms of the submission of an application by a peasant farm with one participant. Previously, the process of submitting and considering such an application included more than 80 steps, a significant amount of information was filled in manually, and the consideration period was up to two working days. After the reengineering, the number of steps was reduced to approximately 30, and on the “KazAgroFinance” portal the application consideration period was reduced to 5–10 minutes.
“The next stage is the integration of this process with the eGov Business portal and the use of already available state data for the automatic completion of fields. This will make it possible to create an additional digital channel for submitting applications, reduce the number of actions by the entrepreneur, and ensure the submission of an application in essentially several steps,” Bekbolat Moldabekov said.
The Deputy Minister also reported that a Digital Business Map will be created in Kazakhstan, which will become a new tool for targeted state support and data-driven decision-making. It is proposed not to create a new system from scratch, but to develop the existing Register of Business Entities, turning it into the core of a unified digital platform. On it, state data, the digital profile of business, analytical services, artificial intelligence tools, and processes for the provision of state support measures will be combined.
The Digital Business Map will become a unified ecosystem for the state, business, and operators of support measures. Within the framework of the project, the integration of the Register of Business Entities with the Unified Personal Account, state information systems, and operators of state support measures is provided for. As a result, a unified digital profile of each business entity will be formed. This will make it possible to provide targeted state support measures taking into account the financial condition, development potential, and risk level of the enterprise.
In addition, analytical dashboards will be available for assessing economic indicators in real time, analyzing the impact of tax reform and other state decisions on business behavior, as well as the effectiveness of the support measures provided.
“Thus, decisions in the sphere of state support will be made not on the basis of individual statistical data, but on the basis of comprehensive analytics and objective indicators,” Bekbolat Moldabekov explained.
The speaker emphasized that the implementation of the proposed solutions will make it possible to move from fragmented information systems to a unified digital ecosystem of business support, increase the effectiveness of state measures, ensure the transparency of their provision, and make management decisions on the basis of objective data and analytics.
