Minister of Energy reported on options under consideration for gas supply to northern and eastern regions of the country

At the meeting of the Government, chaired by Prime Minister Alikhan Smailov, the issue of gasification of the country's settlements was considered. Minister of Energy Bulat Akchulakov, Chairman of SWF Samruk-Kazyna JSC Almasadam Satkaliyev, Akim of WKO Gali Iskaliev made presentations.

According to Minister of Energy Bulat Akchulakov, at the end of 2021, the overall level of gas supply in Kazakhstan amounted to 57.67% of the total population, that is, 11 million people received access to gas.

In general, gasification of the country is carried out in accordance with the General Scheme for 2015-2030. Due to the sharp increase in domestic gas consumption in recent years and the need to modernize the gas transmission system for further uninterrupted gas supply to the country, the Ministry, together with NC Kazakhgaz, is updating the General Gas Supply Scheme. Currently, the actualization of the scheme is at the final stage. Financing is carried out at the expense of budgetary funds, income of the national operator in the field of gas and gas supply and other sources not prohibited by the legislation of the Republic of Kazakhstan.

As for supplying gas to the northern and eastern regions, the Ministry of Energy is considering 2 options - from Russian sources and through the Sary-Arka gas pipeline.

The first option is considered within the Kazakh-Russian working group. The Ministry, together with the akimats, determined and sent to the Russian side approximate consumption volumes for consideration of gasification options.

The most optimal routes of gas pipelines have also been determined, these are:

- "Barnaul - Rubtsovsk - Semey - Ust-Kamenogorsk with a branch in Pavlodar" with an approximate length of 1,000 km;

- "Ishim - Petropavlovsk - Kokshetau - Nur-Sultan" with an approximate length of 644 km.

To date, the Russian side is carrying out calculations, the results of which are expected in the second quarter of this year.

“We are studying the option of gasification of the eastern and northern regions by supplying liquefied natural gas from the Russian Federation. It should be noted that this requires the construction of an appropriate infrastructure for compression and regasification, and appropriate investments in construction,” Akchulakov added.

An alternative option for gas supply is also the supply of gas from the main gas pipeline "Saryarka".

At present, AstanaGas KMG JSC has adjusted the feasibility study for the construction of stages 2-3 of the Saryarka gas pipeline, which provides for gasification of Akmola and North Kazakhstan regions. The expected date for obtaining state expertise is June of this year.

According to the information of AstanaGas KMG JSC, taking into account the rise in the cost of materials, the estimated cost of construction of 2-3 stages of the Saryarka gas pipeline with a length of 483 km is 165 billion tenge. The construction of the first stage of the Saryarka gas pipeline was completed in 2019.

Currently, the akimats of the city of Nur-Sultan and the Karaganda region are working on the construction of gas distribution networks. In Nur-Sultan, the construction of the first stage and two start-up complexes of the second stage was completed and gas was supplied to the Koktal-1, Koktal-2, Agrogorodok, Zheleznodorozhny, Industrial, Kuigenzhar ”, “Michurino”, “International”, left and right sides of the South-East, the old part of the city in the area of ​​​​st. Potanin. As a result, about 14 thousand subscribers or more than 191 thousand people received access to natural gas.

This year, 23 billion tenge was allocated from the republican budget for the implementation of projects for the construction of the second and third stages, which provide for the construction of supply networks to residential areas Telman, Prigorodny, Family Village, Garden Village, Ilyinka, Karaotkel, Chubary, Ondiris, Kirpichny with a population of about 92 thousand people. In parallel, the capital's akimat is developing projects for the construction of gas distribution networks.

Akimat of the Karaganda region completed the implementation of the first launch complexes in the city. Karaganda, Zhezkazgan, Temirtau. As a result, about 2.7 thousand subscribers or more than 8.1 thousand people received access to natural gas. Also, the akimat is developing projects for gasification of the Shet, Bukhar-Zhyrau districts and the village of Zhayrem. Funds for gasification of these cities are allocated in a timely manner.

As part of the Amanat road map, 2 points are assigned to the Ministry of Energy. According to the results of 2021, according to item 247, 165.9 thousand people received access to gas with the planned indicator of 68 thousand people.

According to paragraph 278, with the planned gasification indicator for 2021 of 53.71%, the actual level was 57.67%. At the same time, within the framework of the approved budget, funds were allocated for the gas supply to 187 rural settlements, or 59.2% of the target for 2025.

In this regard, the timely allocation of budgetary funds will allow us to systematically achieve the indicators of the Amanat Roadmap.

This year, 45.8 billion tenge was allocated from the republican budget for the development of gasification of the country under the budget program of the Ministry of Energy, and an additional 50.1 billion tenge was also supported as part of the revision of the republican budget for 2022. As a result, 96 billion tenge is provided for the implementation of 133 projects, which will provide gas to 146 thousand people or 93 settlements. The planned level of gasification at the end of 2022 is 58.43%.

Gas supply facilities built by local executive bodies at the expense of budgetary funds are transferred to the balance of operating organizations according to the following scheme: local executive body - State Property and Privatization Committee of the Ministry of Finance of the Republic of Kazakhstan - SWF Samruk-Kazyna JSC.

As of 2020, the total number of non-transferred objects in the republic was 1,227 objects worth about 302.1 billion tenge. Based on the results of the joint work of state bodies and organizations, resolutions of the Government of the Republic of Kazakhstan on the transfer of 491 objects with a total value of 107.4 billion tenge have been developed and adopted today. Thus, the number of non-transferred objects in the republic is 736 objects worth 194.7 billion tenge.

To speed up the transfer and safe operation of gas supply facilities, it is necessary to:

LEB together with operating organizations to intensify work on elimination of defects/comments and restoration/preparation of title documents;

The ministry should consider the possibility of amending the current legislation, which will allow the annual review of the current tariffs of operating organizations with the possibility of increasing them to reimburse the costs of gas supply facilities transferred to operating organizations for trust management.

MoF to speed up the procedure for assessing property for transfer to the balance of the Fund.

“In general, the ministry, together with interested state bodies, is working on all the main areas of the comprehensive plan, incl. updating the General Gas Supply Scheme, modernizing the gas transportation infrastructure, improving the gas pricing model and increasing the country's resource base in commercial gas,” the Minister of Energy said.

To increase the production of marketable gas and ensure the processing of crude associated natural gas, a project is currently being implemented to build a gas processing plant at the Kashagan field with a capacity of 1.150 billion cubic meters. m per year.

“The implementation of this investment project will allow deliveries of up to 1 billion cubic meters. m per year of crude associated natural gas from the Kashagan field to Kazakhgaz for subsequent processing and production of marketable gas,” the head of the Ministry of Energy said.

Additionally, a project is being worked out to expand the capacity of the Kashagan gas processing plant by 2 billion cubic meters in 2026 (stage 2a) and by 6 billion cubic meters. m in 2030 (stage 2b). The implementation of this project will increase the resource base of marketable gas by 6.2 billion cubic meters. m by 2030.

In order to fulfill the instructions of the Head of State given following the results of meetings with oil and gas companies-members of the Association "Kazakhstan Council of Foreign Investors", work is underway within the framework of a working group on improving the competitiveness of the oil and gas industry.

At present, the Ministry of National Economy has agreed on the provision of fiscal preferences for new gas projects:

- cancellation of CIT for 10 years from the date of commencement of production;

- cancellation of ETP for 10 years from the date of commencement of production;

- the right to switch to ANN.

These preferences will increase the production of marketable gas by 4.2 billion cubic meters. m by 2030.

As the Chair of Samruk-Kazyna JSC Almasadam Satkaliyev reported, within the framework of the implementation of the general gasification scheme of the Republic of Kazakhstan, the Fund's subsidiary QazaqGaz JSC is implementing a number of projects. So, in 2021:

  • 4 projects were completed with a total cost of 7.5 billion tenge. in Nur-Sultan, Kostanay and Aktobe regions;
  • more than 200 km of gas pipeline, 14 gas control points were built;
  • 3,077 private houses and 52 social and utility enterprises received access to gas.

In 2022, 2 projects are planned for gasification of settlements:

  • in the village of Saimasai and Kainar, Enbekshikazakh district, Almaty region. As part of the implementation of this project, 1,150 individual residential buildings and 36 communal and social facilities will receive access to blue fuel;
  • part of the village of Tobol of the district named after Mailin, Kostanay region. As part of the implementation of this project, 1,506 individual residential buildings and 68 municipal and social facilities will get access to gas.

“Currently, the Fund is implementing 5 major priority projects in the field of gas supply. The projects are key and are included in the National Action Plan for the implementation of the Address of the Head of State,” said Satkaliyev.

These are such projects as the construction of the looping of the Makat-North Caucasus gas pipeline, the construction of the 2nd line of the Beineu-Zhanaozen gas pipeline, the construction of gas infrastructure for Almaty thermal power plants, the gasification of the Sarsha area and the resort area Teplyi Plyazh, the construction of a gas processing plant at m. Kashagan.

In the West Kazakhstan region, natural gas is supplied to the region through three major gas pipelines "Central Asia-Center", "Orenburg-SOYUZ" and "Orenburg-Novopskov". This was announced by the regional Akim Gali Iskaliyev.

“This year, a gas pipeline is being brought to 27 rural settlements with a population of 3.3 thousand people. On this, the work on gasification of the main settlements this year will be fully completed,” Iskaliyev reported.

Gasification of the remaining settlements with a population of less than fifty people will be carried out at the expense of investment projects. When gasifying these settlements, Kazakhstani products are used with a share of up to 70%.
