Establishing an AI Ecosystem with a Supercomputer as Instructed by the Head of State: Olzhas Bektenov Chairs Meeting of the Commission on Digitalization

Prime Minister Olzhas Bektenov chaired a meeting of the Commission on Digitalization. The session focused on developing an artificial intelligence (AI) ecosystem, taking into account the launch of the Supercomputer as instructed by the Head of State. Special attention was given to the continued digital transformation of industries and public administration based on the QazTech platform.

Minister of Digital Development, Innovation and Aerospace Industry Zhaslan Madiyev reported on the development of AI infrastructure. The government data center has been repurposed for the newly launched Supercomputer. To create an institutional framework in Kazakhstan, the Concept for AI Development for 2024–2029 has been approved, and a draft law “On Artificial Intelligence” has been developed. Educational programs such as AI Corporate, TUMO Center, and AI People are being implemented to train specialists in the field. The meeting also reviewed progress on digital solutions under development, including e-agent, egov AI, AI therapist, tax helper, SDU, and E-translator.

The session addressed the pace of digital transformation across sectors. The national platform QazTech is designed for the rapid creation of digital products. According to the Minister, the adoption of a platform-based digitalization model has reduced the time required to launch new IT solutions from 1.5–3 years to just 6 months. The platform ensures unified standards, security based on the “security by design” principle, and the use of cloud technologies. QazTech has successfully passed information security compliance tests, with full-scale deployment scheduled for August. Currently, the QazTech platform hosts the unified internet portal of government agencies, Smart Bridge, the National Environmental Database of the Ministry of Ecology and Natural Resources, among others.

Simultaneously, in line with the President’s instructions, all government agencies are developing Digital Transformation Maps, drawing on successful international practices, including those of Singapore. These maps aim to simplify and accelerate key processes through the use of AI and modern technologies. The focus is on overhauling outdated procedures, digitizing data, and responding to citizen requests submitted via e-Otinish, 109, and social media. The highest priority within these maps is given to process reengineering and the implementation of cutting-edge technologies, including artificial intelligence.

The Prime Minister emphasized that the national AI infrastructure being established, including the Supercomputer, offers significant opportunities to accelerate the integration of AI into government operations. Olzhas Bektenov instructed that the Digital Transformation Maps be completed within one month. These maps will form the foundation for integrating AI and will enable businesses to create their own solutions based on government data.
