Execution of the President’s instructions on developing transport and transit potential: modernization of the railway industry discussed at a Government session

Minister of Transport Nurlan Sauranbayev presented a report on the current state and plans for the sector, while Minister of Industry and Construction Yersayin Nagaspaev reported on railway engineering. In addition, the floor was given to Chairman of the Board of JSC “National Welfare Fund Samruk-Kazyna” Nurlan Zhakupov and Chairman of the Board of JSC “NC Kazakhstan Temir Zholy” Talgat Aldybergenov.

According to the Ministry of Industry and Construction, the share of the railway sector in mechanical engineering reaches 13%, with current production exceeding 599 billion tenge. More than 8,000 people are employed at 60 enterprises.

Prime Minister Olzhas Bektenov emphasized the need for systemic industry development in line with the President’s instructions.

“The Head of State has set specific tasks for developing Kazakhstan’s transport and transit potential. The railway transportation market is becoming more competitive every year. To strengthen our position as a transit hub, we need to actively expand the capacity of our infrastructure. It is necessary to eliminate bottlenecks, particularly in border areas,” the Prime Minister stressed.

The importance of increasing transit volumes, especially along the “East-West” route, was highlighted.

This year, major projects such as “Dostyk–Mointy” (836 km) and the “Almaty bypass line” (75 km) will be completed. Attention was also given to ensuring timely implementation of large-scale projects such as the construction of the “Darbaza–Maktaral” and “Bakhty–Ayagoz” railway lines.

Olzhas Bektenov emphasized that the timely completion of these initiatives will not only reduce the load on difficult sections and major junctions but also significantly increase freight transit.

In line with the Head of State’s instructions, construction and modernization of sections such as “Mointy–Kyzylzhar,” “Altynkol–Zhetygen,” and “Beyneu–Mangystau” has begun to increase throughput capacity. The Prime Minister instructed relevant authorities to strengthen oversight and ensure timely commissioning of facilities.

The Prime Minister also focused on developing passenger transportation, stressing the need for regular renewal of passenger cars and locomotives across all operators. Domestic carriage-building plants have already launched production of modern and comfortable trains used by the national operator. At the same time, further efforts are needed to produce and replace freight rolling stock. The Ministry of Transport and KTZ were tasked with ensuring the introduction of modern and promising technologies, including those aimed at increasing train speed and improving passenger service.

The Ministries of Transport and Finance, together with the Border Service of the National Security Committee, were instructed to take measures to accelerate and improve the provision of public services at the border.

By 2028, the passenger car fleet will exceed 3,000 units, fully addressing the issue of replacing worn-out rolling stock. However, private operators are facing difficulties in updating their own wagons. The Ministry of Transport was instructed to develop support measures for private carriers to improve the quality of passenger and freight transportation.

The Ministries of Industry and Construction, and Transport were tasked with developing standard agreements aimed at gradually increasing the localization of manufactured engineering products and ensuring enterprises are provided with long-term contracts.
