First Deputy Prime Minister of the Republic of Kazakhstan Roman Sklyar held a meeting on ensuring the domestic market with petroleum products

A meeting on ensuring the domestic market with petroleum products, preventing illegal fuel exports, and digitalizing the circulation of fuels and lubricants was held under the chairmanship of First Deputy Prime Minister Roman Sklyar.

According to the Ministry of Energy, the situation on the fuel and lubricants market is stable, major oil refineries are operating in normal mode, and available reserves make it possible to meet domestic demand.

Work is also continuing to prevent the illegal export of petroleum products from the country. Since the beginning of the year, customs authorities and the border service have prevented 836 attempts of illegal export.

In addition, the Agency for Financial Monitoring has identified and suppressed the activities of a number of organized groups and companies involved in smuggling and fictitious processing of petroleum products; work on these cases is ongoing. This year, the Agency handled 22 criminal cases in which the volume of illegal turnover of fuels and lubricants amounted to 19 billion tenge. Mobile groups are operating at key sections of the border, and raid and operational activities are being carried out.

Since the beginning of the current year, the Ministry of Internal Affairs has brought 3,334 drivers to administrative responsibility for operating vehicles modified without the appropriate permit (Article 590, Parts 7 and 10 of the Code of Administrative Offenses), including 293 cases of modification of fuel tanks for gasoline, 108 for diesel fuel, and 2,933 involving gas-cylinder equipment.

Units combating organized crime continue work to identify and suppress the activities of criminal groups engaged in the illegal export of petroleum products. Thus, since the beginning of the year, 11 criminal offenses have been identified related to theft, illegal storage, and transportation of petroleum products.

In order to reduce the outflow of fuel abroad, the ban on the export of certain types of petroleum products has been extended, restrictions on border crossings by vehicles have been introduced, and control at border checkpoints has been strengthened.

Regional headquarters are operating under the leadership of deputy akims, monitoring fuel availability at oil depots and filling stations, as well as the stability of logistics.

Special attention during the meeting was given to equipping oil depots with control metering devices and digitalizing the circulation of petroleum products. Some oil depots are already equipped with modern accounting systems and transmit data in real time. Legislative amendments have been prepared to establish the mandatory installation of such devices and liability for their absence. In parallel, integration of state and corporate information systems is underway, which will ensure transparency of fuel movement from refineries to final sale.

Roman Sklyar emphasized that all measures are aimed at prioritizing the needs of the population and the economy of Kazakhstan. The Government, together with law enforcement and regulatory authorities, will continue to strengthen control over the fuel and lubricants market, prevent illegal exports, and ensure uninterrupted fuel supplies to the domestic market.
