Funding of "Auyl-Yel Besigi" program increased by 6,7 times

At the Government session under the chairmanship of the Prime Minister of the Republic of Kazakhstan Alikhan Smailov the issues of realization of the project "Auyl – Yel besigi" were considered. Minister of National Economy Alibek Kuantyrov made a report.

Currently, there are 6,295 rural settlements in the republic, where 7.5 million rural residents (38%) live. Out of the total number of villages, 3.5 thousand villages with high development potential have been selected, where 93% of rural residents live.

According to Kuantyrov, the development of infrastructure of villages is carried out as a priority within the framework of the program "Auyl-Yel Besigi". Under this program, 326 billion tenge was allocated from the republican budget in 2019-2022, more than 3.7 thousand projects were implemented. This allowed to build and repair 334 objects in the sphere of housing and communal services, 1.2 thousand social facilities and more than 2 thousand objects of transport infrastructure

"This year, 218 billion tenge has been allocated for the implementation of 1.8 thousand projects in 771 rural communities. Of these, 244 projects are realized in the sphere of housing and communal services, 383 social facilities and 1.2 thousand projects of intra-settlement roads," he informed.

It should be noted that since the implementation of the program "Auyl-Yel Besigi" the amount of funding from the republican budget has increased by 6.7 times. If 29 billion tenge was allocated in 2019, 198 billion tenge is provided from the republican budget for the current year.

Regarding the utilization of allocated funds in the first half of this year, the regional akimats have utilized 27% of the budget funds. High utilization of funds is observed in Pavlodar region, Aktobe region, Kyzylorda region. In addition, the lowest utilization of funds falls on Almaty region and Ulytau region.

In general, to date on 1.6 thousand projects held competitive procedures, completed 158 projects. The largest number of completed projects in Zhambyl, Pavlodar, East Kazakhstan regions.

"It should be noted that less than half a year is left till the end of the current year. In this regard, for effective implementation of the program the Ministry together with akimats will carry out appropriate work," Kuantyrov said.

This is acceleration of the process of conducting competitive procedures, consideration of opportunities to allocate funds to the objects requiring additional funds under the program, ensuring timely absorption of allocated funds, qualitative and timely completion of the projects under construction by the end of the year, conducting weekly monitoring of the progress of projects.

In addition, in order to assess the improvement of the quality of life of rural residents within the framework of the program "Auyl - Yel Besigi" the analysis of the System of Regional Standards is carried out. Positive changes are already observed by the results of the project.

Thus, according to the indicators of the System of Regional Standards in 2022, the number of villages with a high level of provision increased and amounted to 786 rural settlements. This is by 525 rural settlements more than in 2021. It is worth noting that, of the 7.5 million people living in rural areas of the country, 3.2 million residents live in villages with a high level of provision of regional standards.

"I would also like to note the activity of local private organizations and enterprises, which are investing significant funds for infrastructure development in their native villages. Large enterprises have built residential houses, social facilities and recreational areas in rural areas. There are such entrepreneurs in all regions," Kuantyrov noted.  

At the same time, from year to year with the increase in the volume of the state budget allocated for the development of villages, the share of private investment is also increasing. If in 2019 the volume of private investment amounted to 2.5 trillion tenge, in 2022 it was 3.1 trillion tenge.

In accordance with the instruction of the Head of State, the Concept of Development of Rural Areas of the Republic of Kazakhstan for 2023-2027 has been adopted and is being implemented. The Concept includes measures to improve the quality of life of the rural population on the implementation of the program "Auyl - Yel Besigi", water supply, electricity, gas supply, provision of social and engineering infrastructure of border areas, construction, repair of local roads and construction of social facilities.

In turn, the akim of Zhambyl region Nurzhan Nurzhigitov reported that the share of population in 367 rural settlements of the region is 56.7%.

Under the project "Auyl - Yel besigi" in 2019-2022, as a result of the implementation of 471 projects in 137 villages overhauled 158 social facilities. 32 housing and communal facilities were put into operation. 281 intra-village streets with a length of 443 kilometers were repaired, and about 2,000 jobs were created.

In 2023, 13.6 billion tenge has been allocated for the implementation of 268 projects in 90 settlements. As of July 1 of this year, in accordance with the plan, works for 3.8 billion tenge have been carried out, the utilization was 99.9%.

"Since the beginning of the year, a sports and recreation center, 2 cultural facilities have been put into operation, a doctor's outpatient clinic and a village club have been overhauled. The average repair of 67 intra-settlement streets, which is 66.7 km, has been carried out. During the reporting period, 385 jobs were created. It is planned to complete 179 projects by the end of 2023. 17 projects are carried over to 2024," the regional akim reported. 

The level of provision of rural settlements with social goods and services at the end of 2022 amounted to 60.3%.

In the region, the project "Auyl - Yel besigi" is realized first of all in the settlements where the project "Auyl Amanaty" is realized. Also in these settlements priority will be given within the framework of national projects and at the expense of the local budget, as a result of which the level of provision with social goods and services by 2026 will be 92.2%.
