In execution of the Decree of the President of the Republic of Kazakhstan "On Approval of the National Strategy for Large-Scale Digitalization and Total Implementation of Artificial Intelligence Technologies 'Digital Qazaqstan' through 2029," the Government has approved the Action Plan. The relevant decree was signed by Prime Minister Olzhas Bektenov.
The Plan covers three key areas of digital transformation and AI implementation: in the interests of citizens, business and the economy, as well as in the state apparatus.
One of the Plan's key priorities will be the mass adoption of AI across all levels of education. As part of scaling the AI-SANA program, at least 80% of graduates from schools, colleges, and universities are expected to possess basic AI skills by 2029. Simultaneously, advanced training for students and professional development for teachers will be expanded. By 2028, at least 80% of universities and colleges will integrate artificial intelligence technologies into educational processes and update curricula in line with economic demands.
In healthcare, digitalization will focus on transitioning to a unified data management system and broader adoption of services without the need for in-person visits. By 2029, plans call for significantly increasing the number of citizens using medical self-service tools, integrating more medical organizations into a single digital loop with real-time data exchange, and expanding the use of artificial intelligence in clinical decision-making.
A dedicated section of the Plan focuses on enhancing the safety and comfort of urban environments. Regions will continue implementing AI-Native Cities Solutions, including intelligent monitoring and analysis systems. Their application will allow for faster incident response, improve the efficiency of emergency and security services, and reduce traffic congestion in major cities through AI management and monitoring platforms.
In public services and social support, the emphasis is placed on reducing response times and minimizing the number of actions required from citizens. The Plan provides for wider application of artificial intelligence, proactive services, auto-signing, and process automation. By 2029, the time required to deliver public services and social support measures is set to decrease by at least 50%.
In the interests of business and the economy, digital transformation will cover key sectors: energy, industry, construction, transport, logistics, and the agro-industrial complex. In the fuel and energy sector, at least 70% of assets will be connected to digital monitoring by 2029, enabling real-time status tracking and early detection of reliability risks. At the same time, end-to-end digital traceability of energy resource movement will be expanded.
In construction, a digital approach will cover the entire lifecycle of facilities — from design to operation. By 2029, 100% of new technically complex facilities are planned to be tracked within a single digital system.
In transport and logistics, digitalization will cover the entire cargo route — from border checkpoints to movement along major transport corridors and multimodal hubs. A key task will be reducing the processing time for freight vehicles at priority checkpoints. To achieve this, plans include expanding the use of digital tools that allow pre-arrival processing of transport data and reduce manual operations.
As part of the Smart Cargo initiative, priority freight transport will be accompanied by a digital passport and end-to-end tracking, allowing real-time monitoring of cargo across the entire route and enhancing logistics transparency. Simultaneously, key transport corridors, border crossings, and multimodal hubs will be covered by intelligent transport analytics. This will enable real-time assessment of infrastructure capacity, traffic flow management, and faster decision-making when bottlenecks occur.
In the agro-industrial sector, digital solutions will focus on increasing agricultural producers' efficiency and simplifying access to modern management tools.
For small and medium-sized enterprises (SMEs), emphasis is placed on reducing administrative burdens and targeted adoption of digital solutions. Businesses will be able to undergo digital maturity assessments and receive personalized digitalization roadmaps. The application of digital compliance and risk-based supervision will reduce physical inspections of low-risk SME entities.
In taxation, a transition to an intelligent administration model is planned, where a significant portion of processes will be executed automatically without additional involvement from the taxpayer. This approach aims to create "invisible" tax administration and reduce the share of the shadow economy.
A dedicated section of the Plan is devoted to the digital transformation of the financial sector, second-tier banks, and quasi-state companies. By 2028, at least 80% of second-tier banks are planned to be connected to a secure digital information exchange system. A similar target is set for financial organizations offering products to individuals connected to the Unified Digital Platform.
In the quasi-public sector, digitalization and AI implementation are also expected to yield measurable economic benefits. Within the portfolio companies of Samruk-Kazyna JSC, the contribution of digital and AI initiatives to EBITDA growth is planned to reach up to 5% annually. At Baiterek National Management Holding JSC, 100% of investment projects are set to be covered by AI monitoring by 2029.
Another pillar of the Plan focuses on strengthening the competitiveness of the domestic IT industry and expanding its international presence. By 2029, the export volume of IT services and digital solutions is projected to grow by at least 50%. To foster a new technological economy, plans call for developing regional robotics competence centers and supporting local system integrators executing commercial projects.
A major role in digital infrastructure development is assigned to the "Data Center Valley." The project aims to attract global technology and cloud partners to Kazakhstan, deploy advanced computing power, and lay the foundation for large-scale AI deployment. This will expand domestic data processing and storage capabilities, facilitate the launch of new AI services, and drive the growth of the national digital industry.
The development of a digital state is accompanied by heightened cybersecurity requirements. The Plan provides for bolstering the security of state information systems, fostering cyber hygiene, and raising public awareness about the safe use of digital services. Digital government infrastructure will be integrated with the "Personal Data Access Control" service, providing citizens with transparent control over the use of their personal information.
