At the expanded session of the Government chaired by the President of the Republic of Kazakhstan Kassym-Jomart Tokayev, Prime Minister Olzhas Bektenov emphasized that all social obligations of the state are being fulfilled in full.
At the same time, it was noted that a significant number of different benefits, their fragmentation, and the lack of effective oversight had created conditions for unjustified growth in expenditures. This led to dispersion, inefficient use, and in some cases direct misappropriation of budget funds.
“Over the past two years alone, inefficient use of funds totaling approximately 288 billion tenge has been prevented. As noted in your interview with the Turkistan newspaper and in your address at the Fifth Session of the National Kurultai, the entire sector requires serious reform. We are taking the following measures: the process of consolidating and unifying fragmented types of social assistance is underway; the provision of educational services is being digitized, from facility construction to per capita financing; and the activities of the Social Health Insurance Fund are being restructured through integration with the information systems of the Ministry of Finance,” Olzhas Bektenov emphasized.
The adjustment of approaches has also affected migration policy issues. It was noted that shortcomings in migration legislation and in mechanisms of social support for certain categories of immigrants had also led to the emergence of dependency attitudes. Since the beginning of this year, benefits and support programs have been provided selectively and only to individuals relocating to labor-deficit regions.
It was emphasized that the transformation of state policy in the fields of education, healthcare, social protection, culture, and sports will make it possible to bring order to sectors that receive around 18 trillion tenge annually from the state budget. The key principle remains targeting: assistance will be provided only to citizens who genuinely need it.
During the session, the Prime Minister also emphasized the importance of the constitutional reform being carried out in the country.
