As part of the implementation of the Head of State’s instructions, the Government, through the Ministry of Education, is working to form a sustainable education system. Deputy Minister of Education of the Republic of Kazakhstan Shynar Akparova spoke about the key initiatives and innovations planned for 2026.
“In order to implement the instructions of the Head of State, the Ministry of Education has planned the implementation of large-scale measures aimed at the systemic development of the sector. In particular, amendments are being introduced to the Law ‘On the Status of a Teacher’, which are aimed at reducing the administrative burden on teachers, clarifying parental responsibility for the safety of children outside school hours, and strengthening the protection of teachers’ rights,” Shynar Akparova noted.
In addition, a draft Government Resolution has been developed to approve the concept of the unified program ‘Children of Kazakhstan’ for 2026–2030, which will consolidate existing measures to protect children’s rights and ensure their safety, access to education, healthcare, and social support. Modernization of specialized educational institutions is also continuing, including the transformation of the Abai Boarding School into the Abai School with updated educational content.
Measures are also being implemented to strengthen the protection of the rights of orphans and children left without parental care, as well as to encourage achievements in the field of education. In particular, one-time state payments are envisaged for winners of international scientific project competitions and for teachers who prepared them. At the same time, a draft Law “On Comprehensive Support for Children with Disabilities” is under consideration.
All the measures being taken are aimed at creating an integrated and sustainable education system focused on the interests of the child, supporting teachers, and ensuring equal access to quality education.
