At a Government session chaired by Prime Minister Olzhas Bektenov, the readiness of schools, colleges, and universities for the new academic year was discussed. Special attention was given to the implementation of the Head of State’s instructions, announced at the session of the National Kurultai, regarding the introduction of the Unified Educational Upbringing Program “Adal Azamat” in all educational institutions across the country.
Reports were delivered by the heads of the Ministries of Education, Science and Higher Education, Health, Digital Development, Innovation and Aerospace Industry, Internal Affairs, as well as by akims of several regions.
“The Head of State pays special attention to creating favorable conditions for quality education for Kazakhstani children. Nurturing a patriotic, educated, and creative generation is a key priority in state policy. To ensure comfortable learning conditions for schoolchildren and students, the construction and modernization of educational facilities are actively underway. By September 1, it is planned to open 83 new schools, including 57 under the national project ‘Keleshek Mektepteri’, creating 115,000 new student places. An important task is to ensure their full operational readiness,” Olzhas Bektenov said, noting that these efforts are gradually resolving the issue of three-shift schooling in the country.
The Prime Minister stressed the need to accelerate work on completing the construction of 15 schools in 9 regions under the national project. The Samruk-Kazyna Fund, together with local akimats, was instructed to ensure the commissioning of these facilities before the start of the academic year. In addition, all major and routine repairs in schools must be completed by September 1. Low progress has been recorded in 34 schools in Almaty city, Abai, Ulytau, West Kazakhstan, Almaty, Kyzylorda, Atyrau, Aktobe, and East Kazakhstan regions. The akims of these regions were instructed to take personal control over the deadlines and quality of repair works.
Regarding the timely procurement of specialized classrooms for physics, chemistry, biology, robotics, and other subjects — at least 200 such classrooms should be equipped by September 1.
Olzhas Bektenov emphasized that the Head of State’s instruction to implement a unified security system must be fulfilled on time and to a high standard. Educational institutions must have licensed security, turnstiles, and cameras connected to operational control centers. These measures ensure the safety of children’s lives and health within educational facilities. The Ministry of Internal Affairs must continue inspections of educational facilities for compliance with anti-terrorism protection requirements. As of now, about 30% of private educational organizations are still not equipped with the necessary equipment.
Ahead of the new academic year, all Kazakhstani children in need of state support must receive timely material and social assistance. In 2025, over 23 billion tenge has been allocated for this purpose, allowing social support measures to reach at least 500,000 children. Akims were instructed to oversee this work. The Ministry of Education, together with regional akimats, must ensure that all students are provided with complete sets of textbooks by September 1.
Balanced and high-quality school meals are essential for the health and development of children. The Ministry of Health and regional akimats were tasked with strengthening control over compliance with nutrition standards and sanitary regulations.
Special attention was given to the readiness of colleges and universities for the new academic year. This year, about 150,000 students will be admitted to colleges under the state order for technical and vocational education.
“Colleges must work closely with enterprises through dual education, mentoring, and internships. Every student should acquire real professional skills that meet labor market requirements. Universities must also be ready for the academic year, not only in terms of infrastructure and dormitories but also in terms of modern educational content. Special attention should be paid to engineering, IT, pedagogical, and medical fields where there is a shortage of specialists,” Olzhas Bektenov said.
Following the meeting, the Prime Minister issued several instructions to relevant ministries and akimats. The Ministry of Education, together with interested government agencies and akimats, must approve an interdepartmental Action Plan within one month for the implementation of the “Adal Azamat” Unified Educational Upbringing Program. This will enable comprehensive and systematic measures for building an effective system of education and upbringing.
The Ministry of Internal Affairs was instructed to organize and carry out the “Attention – Children!” operational and preventive campaign from the start of the school year, with media coverage. Regional akimats were tasked with improving road infrastructure near educational facilities, especially those newly commissioned.
The Ministry of Internal Affairs, together with the Ministry of Education, must regularly conduct preventive classes and interactive lessons with students on basic safety rules, including road safety.
The Ministries of Education, Science, and Higher Education must take measures to strengthen the practical orientation of educational programs and develop steps to increase the responsibility of colleges and universities for learning outcomes.
