Minister of Energy Yerlan Akkenzhanov reported at the Government session on the prospects for the development of the country’s gas industry.
In particular, he noted that in order to improve state regulation, introduce a culture of efficient consumption of commercial gas, digitalize accounting, and improve the quality of construction of facilities, the Law of the Republic of Kazakhstan “On Amendments and Additions to Certain Legislative Acts on Gas Supply and Electric Power” was signed.
“Further work to increase the resource base of commercial gas will rely on two key approved documents: the Comprehensive Plan for the Development of the Gas Industry of the Republic of Kazakhstan for 2025–2029 and the Plan for the Development of New Promising Hydrocarbon Fields until 2035. The main goal of these documents is to form an effective mechanism for the phased development of oil and gas fields, a steady increase in the resource base of hydrocarbons, and ensuring the growing needs of the economy and the population for natural gas,” Yerlan Akkenzhanov emphasized.
The plan provides for 30 subsoil plots. To date, nine contracts have been concluded with QazaqGaz, of which six projects are at the exploration stage and three are at the production stage. In the period 2023–2025, national companies JSC “QazaqGaz” and JSC “KazMunayGas” have already put into commercial operation the Anabay, Barkhannoye, Ryshkovskoye, and Zapadnaya Prorva fields. In addition, in 2027, it is planned to commission the second stage of the Zapadnaya Prorva field, as well as the Maldybai and Pridorozhnoye fields.
As part of large-scale infrastructure development, the gasification of the country is being carried out within the framework of the General Scheme until 2035. As of January 1, 2026, the level of gasification of the country reached 64.2%, and 13.1 million people gained access to natural gas. In 2026, the implementation of 40 projects for the development of the gas transportation system is envisaged, of which seven are carry-over and 33 are new. At the same time, gasification projects implemented by local executive bodies are provided with timely financing.
A separate strategic direction is the provision of blue fuel to the northern regions. For this purpose, on October 9, 2025, a Memorandum on the implementation of the project for the construction of the Ishim – Astana main gas pipeline was signed between the Government of the Republic of Kazakhstan and PJSC “Gazprom.” The implementation of the project will ensure reliable gas supply to Astana, Kokshetau, and Petropavlovsk, as well as diversify the routes for natural gas supplies. With the successful implementation of this project, the level of gasification of the country is planned to be increased to 80% by 2035.
“The Ministry of Energy keeps the implementation of key transit indicators under constant control. In 2025, gas transit amounted to 70.4 billion m³. The plan for 2026 has been approved at the level of 73.3 billion m³, while the actual figure for the first five months of 2026 has already amounted to 30.3 billion m³. By the end of the year, it is planned to achieve all planned values,” Yerlan Akkenzhanov added.
According to forecast data, the volume of commercial gas production will increase from 23.4 billion m³ in 2025 to 35.5 billion m³ by 2032.
According to the Minister, this growth will be ensured through the implementation of projects to increase commercial gas volumes, including the development of gas processing capacities at the Karachaganak and Kashagan fields. Promising additional volumes of commercial gas are expected starting from 2027. In particular, in 2027–2030 they will amount to 1.6 billion m³, in 2031 – 2.3 billion m³, and in 2032 – 6.6 billion m³.
