Minister of Ecology and Natural Resources of the Republic of Kazakhstan Yerlan Nysanbayev reported at the Government session on planned measures to implement the provisions of the new Constitution of the Republic of Kazakhstan in the field of environmental regulation.
He noted that the implementation of the new provisions will be carried out through the improvement of sectoral legislation and the introduction of modern environmental policy instruments. The Minister highlighted the most significant areas, including:
“It is important to note that the Concept for the management of all types of waste has been adopted — this is the first programmatic document that systematizes the entire sector,” Yerlan Nysanbayev added.
It was noted that constitutional provisions define natural resources as a national asset, the use of which must be carried out with due regard to the long-term interests of society. In this regard, the Ministry has adopted the Concept for the conservation and sustainable use of biodiversity until 2035.
“It is important to emphasize that the implementation of the task of planting 2 billion trees will not be limited to this number — the work will continue. In order to prevent land degradation and combat desertification, work is beginning on the creation of a system of protective forest belts and barrier plantations,” Yerlan Nysanbayev added.
The speaker emphasized that these tasks are of particular relevance in the context of climate change and increasing anthropogenic pressure on natural ecosystems. The Ministry will continue work on the implementation of the “Taza Kazakhstan” Concept, within the framework of which a wide range of environmental activities is being carried out — from territory clean-ups to large-scale educational projects aimed at raising environmental awareness.
In terms of digital transformation of the environmental sector, a multifunctional environmental monitoring platform “National Environmental Data Bank” and the interactive natural resources map “Tabigat” have been introduced. Work in this area will continue using advanced digital solutions and the introduction of artificial intelligence elements.
It was noted that, within the framework of global cooperation, interaction with international and regional organizations continues. In accordance with the commitments undertaken, work is underway to reduce greenhouse gas emissions and develop renewable energy sources. For example, an updated Nationally Determined Contribution to the global response to climate change has been approved, предусматривающий a reduction in greenhouse gas emissions by 17% by 2035 compared to 1990 levels.
In order to discuss priority environmental and climate issues in Central Asia, a Regional Environmental Summit is planned to be held in partnership with the United Nations. Following the event, it is expected that a Joint Declaration of the Heads of State of Central Asia on regional cooperation in the field of ecology will be adopted, which will facilitate the launch of new environmental projects and initiatives.
