Kazakhstan Plans Active Introduction of AI in Law Enforcement

Minister of Internal Affairs of the Republic of Kazakhstan Yerzhan Sadenov reported at the Government session on planned measures to implement the provisions of the new Constitution of the Republic of Kazakhstan in the field of law enforcement.

He noted that the foundations of a “Fair Kazakhstan” and the principle of Law and Order are enshrined in the preamble and the first Section of the Constitution. For internal affairs bodies, these serve as key guidelines in the protection of citizens’ rights and freedoms, ensuring public safety and preventing offenses. The implementation of these norms will be ensured within the framework of the new Law “On the Prevention of Offenses.”

“The focus is on engaging new stakeholders in prevention, including the public, early response, strengthening individual work, and protecting the rights of minors and victims of domestic violence,” Yerzhan Sadenov emphasized.

It was noted that the Ministry of Internal Affairs will annually develop and submit to the Government a draft National Report to the President on the state of public safety. Work will continue to ensure the principle of the inevitability of punishment and zero tolerance for any manifestations of violations of the law.

Work will also continue on digitalization and the introduction of artificial intelligence in the field of law enforcement. Among the key projects are the launch of a National Video Monitoring System, technical modernization of duty units down to the district level, the use of video analytics, development of road safety and migration control systems, and improvement of the accessibility and quality of public services.

Legal acts will be improved to ensure effective implementation of the Constitution. Amendments will be introduced to laws on law enforcement service, refugees, dactyloscopic and genomic registration, courier communication, and state control over arms circulation.

In addition, measures will be taken in the field of migration, including the introduction of administrative liability for failure to terminate foreign citizenship and the determination of the citizenship of children born outside Kazakhstan. The implementation of constitutional norms will also be ensured in terms of upholding the rule of law and order, inviolability of private life, protection of personal data, ensuring the principle of freedom of speech, restoration of violated property rights as a result of offenses, and others.

“These measures will contribute to enhancing the protection of citizens’ rights, strengthening legality and legal culture in society, improving the effectiveness of law enforcement bodies and increasing public trust in state institutions,” Yerzhan Sadenov said.

The Minister added that compliance with environmental legislation is currently being ensured within the framework of the “Taza Kazakhstan” campaign. The Ministry of Internal Affairs will take all necessary measures within its competence to implement the provisions of the new Constitution.
