Preparations for flood period are in full swing in Kazakhstan

Prime Minister Alikhan Smailov held a meeting of the Government, during which issues of readiness of central and local executive bodies for the flood period were considered.

Reports were presented by Minister of Emergency Situations Yuri Ilyin, Minister of Ecology, Geology and Natural Resources Serikkali Brekeshev, Minister of Industry and Infrastructure Development Kairbek Uskenbayev, as well as akims of Akmola region Yermek Marzhikpayev, Karaganda region — Zhenis Kassymbek, North Kazakhstan region — Kumar Aksakalov, Deputy Akim of the West Kazakhstan region Arman Utegulov.

Thus, according to preliminary forecasts of Kazhydromet, in March 2022 the weather may be warmer than normal, and intensive snowmelt is also expected, which may complicate the situation in a number of regions.

“Akimats should ensure timely work on snow removal, including from rural settlements, clearing ditches, storm sewers, and construction of temporary dams. It is necessary to provide sufficient funds in local budgets for possible emergencies,” Smailov noted.

This year, the implementation of a complex of anti-flood measures removed the threat of flooding from 340 settlements and minimized the danger in 385 existing settlements. To date, the threat remains in 285 settlements out of the previously identified 1,010 flood-prone ones.

The issues of repairing hydraulic structures are not being resolved in the country, and work has not been completed to determine the owners of ownerless dams and reservoirs.

In this regard, the head of the Government instructed to carry out work to identify new ownerless hydraulic structures and complete their transfer to communal ownership. The Ministry of Ecology, Geology and Natural Resources, together with the akimats of the regions, was instructed to take measures to carry out urgent repair work on hydraulic structures.

It is also necessary to determine the safe volumes of filling reservoirs and ensure constant monitoring of their filling. If necessary, take measures for the early and safe emptying of reservoirs.

In the republic, the length of the republican network is 25 thousand km, where there are 1,313 bridges and 15,310 culverts. Of these, 278 hazardous areas, 84 bridges and 883 culverts, on which more than 700 units are fixed, have been taken under control of flood threats. road maintenance equipment.

Prime Minister Alikhan Smailov instructed the Ministry of Industry and Infrastructure Development and regional akimats to take measures to prepare roads, bridges, culverts for the passage of increased volumes of water, to eliminate the threat of infrastructure destruction in a timely manner.

The Ministry of Emergency Situations, together with the akimats, was instructed to ensure the coordination and high-quality implementation of all flood prevention measures. The ministry was also instructed, together with the Ministry of Ecology, to organize with the border states a constant exchange of information on water discharges on transboundary rivers, the occurrence of threats and the facts of emergency situations on the rivers.

Also, the Ministry of Emergency Situations with the akims of the regions was instructed to ensure the creation of appropriate operational headquarters, the readiness of forces and means, timely notification of the population in case of a possible threat of floods.
