At the Government session chaired by Prime Minister Olzhas Bektenov, measures to enhance the country’s transport and transit potential were reviewed. Minister of Finance Madi Takiyev reported on ongoing work to digitalize customs administration, introduce artificial intelligence and modernize border checkpoints.
According to the Minister, the Ministry of Finance is finalizing the transition to the unified Keden platform. This new system will replace three separate existing databases and ensure automation of key procedures.
To date, 16 out of 20 platform modules have been implemented, including customs transit and integrated control. Thanks to automation, the time required to process transit declarations has decreased from 30 to 10 minutes, while the processing of container trains now takes 30 minutes instead of 3 hours. A “single window” principle has also been introduced for integrating services of related ministries.
The electronic queue system has undergone significant upgrades. To eliminate manipulation, biometric verification and VIN-code checks have been introduced, and artificial intelligence is now used to analyze images from inspection and screening complexes. For users’ convenience, services are available in four languages and integrated with popular messaging platforms.
The Minister also highlighted improvements to physical infrastructure. By the end of the year, modernization of nine border checkpoints will be fully completed.
“Four checkpoints have already been commissioned — two on the border with China and two on the border with Uzbekistan. This Friday, Kazygurt and Temir-Baba will be launched, and on 25 December the Tajen, Maikapchagai and Bakhty checkpoints will be put into operation. Thus, the instruction of the Head of State will be fully implemented,” Madi Takiyev emphasized.
The effectiveness of the measures is confirmed by statistics. A pilot project that introduced a 24/7 operation mode at the Nur Zholy checkpoint doubled vehicle throughput — up to 1,800 vehicles per day. In the coming year, throughput is expected to reach 5 million vehicles.
Reconstruction of the Zhibek Zholy checkpoint is also ongoing. Once completed, its throughput capacity will reach 70,000 people and 2,000 vehicles per day.

Relocating logistics operations to transport and logistics centers and temporary storage warehouses reduced vehicle processing time at checkpoints from 9 hours to 30 minutes,” the Minister summarized.
