Comprehensive plan for socio-economic development of Aktobe region provides for implementation of 36 measures in 6 areas

At the government session chaired by the Prime Minister Askar Mamin, the Comprehensive plan for the socio-economic development of the Aktobe region for 2021-2025 was considered. Minister of National Economy Aset Irgaliyev, Minister of Healthcare Aleksey Tsoy, Acting Minister of Industry and Infrastructure Development Kairbek Uskenbayev, Akim of Aktobe region Ondasyn Urazalin presented their reports.

According to the Minister of National Economy Aset Irgaliyev, the Comprehensive Plan consists of 6 directions and 36 measures providing for the development of oil and gas and transport infrastructure, mining and metallurgical complex, industrial cooperation, as well as a scientific, medical and educational cluster in the Aktobe agglomeration.

“The total amount of the Plan's implementation is 567 billion tenge, including from the Republican Budget — 64.9 billion tenge, local budgets — 7.4 billion tenge, private investments — 478.7 billion tenge, as well as through PPP — 16.6 billion tenge. The first section of the Comprehensive Plan provides for the implementation of 13 investment projects worth 119.6 billion tenge, aimed at developing the infrastructure of the Aktobe agglomeration,’' said Irgaliyev.

In order to improve the quality and improve living conditions of the population, projects for the development of engineering, communication and industrial infrastructure will be implemented.

It is also planned to modernize the sewage treatment facilities in the city of Aktobe and provide engineering and communication networks in the areas of housing construction.

Within the framework of the second section of the Comprehensive Plan in the oil and gas sector, it is planned to build a gas processing complex, develop new and put into operation reserve fields, as well as carry out technological modernization in the production of hard-to-recover oil.

The third section provides for the implementation of measures for the development of the mining and metallurgical complex. Financing of projects will be carried out through private investments in the amount of 48.3 billion tenge. At the same time, the Comprehensive Plan includes projects for the development of industrial cooperation, including the creation of an industrial zone with an area of ​​450 hectares.

As part of the fifth section of the Comprehensive Plan, it is planned to implement projects worth 11.1 billion tenge aimed at developing transport infrastructure.

In order to strengthen interregional ties of the Aktobe region, the existing highways will be modernized.

“The implementation of such projects as Aktobe - Orsk and Southern bypass of the city of Aktobe will strengthen the role of Aktobe as a growth center and a major transport hub in the western part of the country. Further reconstruction of the highways Aktobe - Khromtau - Karabutak - Ulgaysyn and Aktobe - Atyrau - Astrakhan will increase the share of roads in good and satisfactory condition from 61% to 95%. The implementation of all planned projects will increase passenger and freight traffic with neighboring regions. As a result, the trade turnover of the Aktobe region by 2025 will increase 1.5 times — up to 2.3 trillion tenge,” the Minister of National Economy informed.

As part of the last section of the Comprehensive Plan "Development of the scientific, medical and educational cluster of the region", it is planned to implement projects worth 8.1 billion tenge.

“A modern infrastructure will be created to increase the availability and quality of services in healthcare and education systems. Overhaul of 25 healthcare facilities will be carried out, a multi-profile hospital and a center for pediatric oncohematology will be built, and it is also planned to equip healthcare organizations with high-tech medical equipment,” said Irgaliyev.

In addition, it is planned to build 49 schools in the region and three dormitories in the city of Aktobe to provide college students.

Implementation of the Comprehensive Plan to ensure the creation of 114 thousand new jobs by 2025, attracting about 5.8 trillion in private investment.

The volume of manufacturing industry will grow by 21.6%, agricultural products — by 37%, the share of local roads in good and satisfactory condition — up to 34%, monetary incomes of the population — by 41.8%, housing commissioning — by 21% and the volume of construction works — by 60.7%. Real growth of GRP will amount to 27.4%.

“In general, the implementation of the Comprehensive Plan will give a new impetus to the development of the region, diversify its economy and attract investment. This will allow in the medium term to enter the trajectory of sustainable growth of the gross regional product at the level of 5-6%, which will have a corresponding positive impact on the well-being of the population,” Irgaliyev added.

In turn, Minister of Healthcare Alexey Tsoy said that the project of the Comprehensive Plan provides for the construction of 2 health facilities, major repairs, as well as equipping health care organizations in the region.

In the draft Comprehensive Plan, it is planned to implement a public-private partnership project at the republican level "Construction and operation of a multidisciplinary hospital in the city of Aktobe" with 350 beds.

To implement the project, Ellington Properties LLP together with the Turkish company Rönesans Holding established the RenEll company. The project is intended to replace the existing and outdated emergency hospital.

“It is planned to create 700 jobs during the construction period and 600 jobs during the operation. The Center for Pediatric Hematology Oncology is being created on the territory of the Regional Children's Clinical Hospital and provides for the creation of 36 oncohematological beds, 16 otolaryngology beds, 20 gastroenterology, rheumatology, endocrinology beds and 28 pulmonology beds,” said Tsoy.

This project will increase the coverage of patients who receive the necessary medical care in a timely manner, will make it possible to diagnose diseases on the spot and prescribe the necessary treatment. It is planned to equip healthcare organizations with high-tech medical equipment at the expense of funds provided within the local budget and private initiative annually from 2021 to 2025.

Overhaul of at least 25 healthcare facilities is planned to be carried out at the expense of the local budget from 2021 to 2025. The implementation of the measures planned in the health care sector will increase the availability, efficiency and quality of medical services in the region, reduce the outflow of the population abroad in search of medical care and reduce infant mortality, prevent the occurrence of maternal mortality, increase life expectancy to 75.5 years, and also create more than 2 thousand new jobs and provide employment for the long term.

The multidisciplinary hospital will be designed taking into account modern technical solutions, fully equipped with medical equipment, an information system and will become one of the most important centers of medical tourism in Kazakhstan, with the provision of high-tech medical services through the provision of qualified, specialized and modern medical care. Acting Minister of Industry and Infrastructure Development Kairbek Uskenbayev reported that within the framework of the project of the Comprehensive Development Plan of the Aktobe Region, the Ministry is the responsible executor for such activities as the construction of housing and utilities, highways, construction and reconstruction under a service contract, transfer of water utilities to trust management of private companies.

For the implementation of projects, the Roadmap for the implementation of PPP projects in the water supply and sanitation sector was approved and sent to the Office of the Prime Minister of the Republic of Kazakhstan.

At the same time, in order to speed up the solution of the issue of construction and reconstruction, the Ministry is also considering additional implementation mechanisms within the framework of the current legislation. To provide the necessary engineering infrastructure for the areas of mass housing development, by 2025, 11.5 thousand land plots with a length of 2 thousand km will be provided with engineering infrastructure.

“In the field of the road industry, until 2025, within the framework of the Comprehensive Plan, about 525 km of republican and local roads will be repaired and reconstructed. Due to the work performed in the region, the indicator of roads in the standard condition will reach — republican value 100% and local value 95%. To date, 109 roadside service facilities are located along the republican roads of Aktobe region, of which 77 comply with the National Standard,” Uskenbayev informed.

Akim of Aktobe region Ondasyn Urazalin emphasized that the Comprehensive Plan of Socio-Economic Development of Aktobe Region for 2021-2025 was developed in order to give a new impetus to the development of the region with annual economic growth, reduce raw material dependence, as well as improve the welfare of the population.

“The comprehensive plan provides for the implementation of 36 points in 6 areas. In total, about 570 billion tenge is provided for the implementation of the projects of the Comprehensive Plan within 5 years. Today Aktobe region has a favorable geographic location, rich deposits in the bowels and great potential of human capital, as evidenced by the interest of investors in the region,” Urazalin said.

Considering that Aktobe region is a large industrialized region, several projects are planned in the Comprehensive Plan to be implemented through private investment.

“One of these projects is the creation of an industrial zone with special conditions, Gebze, with the involvement of Turkish investors. In general, upon completion of this project, more than 20 thousand jobs will be created and more than 500 billion tenge of investments will be attracted,” informed the regional akim.

Also, in accordance with the Comprehensive Plan, in order to increase the economic efficiency of the mining and metallurgical industry through private investment, work will be carried out to expand the cathode copper mining complex of SM Minerals LLP in the Aytekebi region and the development of the titanium zirconium deposit in Expoengineering LLP in the Martuk region.

As a result, according to the Comprehensive Plan until 2025, over 5.8 trillion tenge of investments will be attracted, including 1.7 trillion tenge — external investments.

In addition, special attention is paid to the development of agriculture in the region. With the support of the government, since 2019, work has been carried out in the region to restore irrigated lands.

So, if 3 years ago the area of ​​irrigated land was 15 thousand hectares, today it has doubled and is over 40 thousand hectares.

“In particular, one of the large farms is Milker LLP, whose irrigated areas reach 1,200 hectares, in order to further develop the enterprise, as indicated in the Comprehensive Plan, in 2022-2023 it is planned to build a dairy farm for 2,400 heads of cattle. livestock. Thus, by 2025 we plan to increase the irrigated area to 100 thousand hectares and increase the number of cattle by 225%, horses — by 130%,” the regional akim explained.

Within the framework of the Comprehensive Plan, at the expense of the regional budget, it is planned to carry out overhaul of more than 25 healthcare facilities and equip them with high-tech medical equipment.

“As a result, the implementation of this set of measures will create new jobs. In addition, this will contribute to an increase in the share of roads in good and satisfactory condition from 61% to 95%, and the Aktobe region will move to a new level of development, bringing the share of small and medium-sized businesses in the gross regional product to 30%,” the regional akim summed up.
