Mangystau Nuclear Power Plant and Atyrau Oil Refinery accidents: Alikhan Smailov orders to engage General Prosecutor's Office, National Security Committee and independent experts in investigation

Prime Minister Alikhan Smailov held a meeting of the State Commission to investigate the causes of accidents at the Mangystau nuclear power plant and the Atyrau oil refinery.

Reports on the current situation and measures taken were delivered by Minister of Energy Almassadam Satkaliyev, Akim of Mangystau region Nurlan Nogayev, Akim of Atyrau region Serik Shapkenov, Chairman of KEGOC Kanysh Moldabayev, Deputy Chairman of KazMunayGas Company Dauletzhan Khassanov.

The Prime Minister instructed the Ministry of Energy to create a working group of experts to examine in detail the causes of accidents and identify those responsible. It will include representatives of the General Prosecutor's Office, the National Security Committee, the Energy Supervision Committee of the Ministry of Energy, the akimats of Atyrau and Mangistau regions, companies KEGOC, Samruk-Energo, KazMunayGas and independent experts.

"The most important thing is to find out the causes of the accidents that occurred. Whether there was a human factor. It is not necessary to focus only on yesterday's incident. It was caused by a series of failures to make decisions, delaying and ignoring problems. It is necessary to objectively sort it all out," he said.

At the same time Prime Minister instructed to prepare proposals for a rapid elimination of the consequences of accidents, to strengthen Western energy system, its integration into the Unified Energy System of Kazakhstan, to expand the reserve generation capacity to prevent similar situations in the future.

The Head of Government demanded that within one week to prepare a full conclusion with supporting documents and proposed measures.

He also instructed to ensure the stable operation of energy and oil and gas companies in the western regions as soon as possible.

"We must draw conclusions from this situation. The Ministry of Energy needs to coordinate the work so that we fundamentally, systematically solve the existing problems," Alikhan Smailov concluded.
