Minister of Labor and Social Protection of the Population Askarbek Yertayev reported at the Government session on the work being carried out to ensure productive employment of the population and improve the quality of jobs.
He noted that at the end of the first quarter of this year, the unemployment rate stands at 4.5%. Measures to promote employment have covered about 228 thousand citizens. Of the 3.1 million planned high-quality jobs in the economy, 2.9 million have already been provided.
“Further work will focus on transitioning to a more active model of employment promotion. Career centers will move from a ‘back-office’ model to a ‘front-office’ model. The main emphasis is placed on identifying unemployed citizens, providing targeted support, and achieving sustainable employment. A new model for promoting employment of persons with disabilities will be introduced, and the mechanism for quotaing jobs will be expanded: automatic establishment and monitoring of quota fulfillment,” Askarbek Yertayev emphasized.
It was noted that work will continue in the republic on the formalization of platform employment and coverage of internet platform workers with social protection measures.
To increase the inclusiveness of the labor market, the implementation of the “Silver Age” project will continue, the creation of jobs through special quotas will be expanded, and work on involving persons with disabilities in the creative industries sector will be strengthened.
Approaches to vocational training will also be revised. Training should be oriented toward the subsequent employment of citizens in the acquired qualification, taking into account labor market needs.
From July of this year, the “Digital Employment Service” using artificial intelligence will be launched in Mangistau and Pavlodar regions. This will speed up vacancy selection, personalize training recommendations, and improve the quality of services.
The key novelty of the proposed changes is the legislative consolidation of the need-based principle. The main emphasis is shifting from a categorical approach to a comprehensive assessment of the real need and level of family well-being.
This will ensure a fairer and more effective distribution of state resources, directing support to those citizens who really need it.
“At the same time, social policy will be oriented toward creating conditions for the sustainable growth of citizens’ well-being through labor, education, and entrepreneurship. The implementation of these approaches will strengthen support for the most needy citizens,” Askarbek Yertayev added.
The Minister also noted that the Methodology for Assessing Household Well-Being has been updated within the framework of the Digital Family Map, a unified inter-agency interaction algorithm has been developed, and integrations with key state information systems have been implemented.
The functionality of the platform and the mechanism for forming family composition have also been finalized.
The next stage is the formation of digital profiles of households on eGov Mobile and the expansion of the data composition through integration with banks, the Ministry of Finance, and credit bureaus. This will make it possible to take into account real incomes, expenses, and the financial situation of families.
“As a result, we are moving from responding to already arisen problems to their early detection, providing targeted and proactive support to every family,” Askarbek Yertayev explained.
According to the ministry, within the framework of the introduction of the Unified Digital Platform, the provision of 13 measures of support from local executive bodies has already been automated, integration with the “Social Wallet” system has been carried out, and transparency and openness in the assignment of social payments have been ensured.
By the end of the year, it is planned to ensure the assignment of support measures on the basis of need, provide the opportunity to submit applications through eGov (mobile), exclude paper certificates for certain services, and ensure the display of all state support measures in the Social Wallet.
The result will be a Unified Digital Platform for Social Support, which will ensure transparency, targeting, and convenience in receiving state services for citizens.
