Implementation of the Head of State’s Instructions: 39.5 Billion Tenge in Private Investment to Expand Pharmaceutical Production in Shymkent

As part of the Head of State’s instructions to increase the share of domestic production in the pharmaceutical sector, the Government of the Republic of Kazakhstan has approved an Investment Agreement between the Ministry of Health of the Republic of Kazakhstan and Khimfarm JSC for the project “Ensuring More Affordable Medicines for the Population and Increasing the Share of Domestic Pharmaceutical Production in the Republic of Kazakhstan.”

The relevant resolution was signed by Prime Minister Olzhas Bektenov. The project is aimed at increasing the share of Kazakhstani manufacturers, strengthening the country’s pharmaceutical security, and attracting investment. The Agreement marks the launch of a new phase of the major Polpharma Santo investment project in the city of Shymkent, which will create 300 new jobs. The total volume of private investment amounts to 39.5 billion tenge, including funding allocated for the development of scientific research. The first phase of the new production facility is scheduled to be launched by the end of 2029.

The new capacities will enable the production of 38 types of medicines for the treatment of the most common diseases — oncological, cardiovascular, infectious, and chronic conditions, including tuberculosis. The production will comply with international quality standards.

The project aligns with the state’s strategic objectives, forms a sustainable technological base for the industry, and is aimed at ensuring the quality and accessibility of medicines for the population, as well as strengthening export potential.

Overall, in the pharmaceutical manufacturing sector, six investment agreements have been concluded totaling 316.3 billion tenge. This reflects the consistent development of the industry, growing investment attractiveness, the formation of a sustainable base for production localization, and the strengthening of the country’s pharmaceutical security.
