Ministry of Healthcare proposes to suspend resumption of additional flights with other countries from Oct. 5

The epidemiological situation in the country was considered at a governmentconference call chaired by Prime Minister Askar Mamin. Minister of Healthcare Alexey Tsoy reported on the current results of the fight against the spread of coronavirus infection and the measures taken in the republic.

Currently, the stabilization in the incidence of coronavirus infection has been achieved in Kazakhstan. As of Sep. 30, 107,908 patients were registered, over the last day 75 people were registered with a positive result of COVID-19, in general, 1,731 died in the country.

Also, 32,799 probable cases of coronavirus infection (PCR-) were registered, per day — 299, of which died — 353 people.

The minister dwelled on the incidence among schoolchildren. So, since the beginning of the school year, 104 cases of CVI have been registered among schoolchildren, including 33 among children studying in duty classes, 550 contact ones have been established, among which 7 cases have been identified. 71 cases were identified among children studying remotely, of which 240 were contacts, 15 cases were identified.

“At the same time, I would like to note that in the case of 100% offline training, the number of contacts would increase to at least 1,500 people and would lead to the likely spread of the disease among students, school staff and family members,” said Tsoy.

The Ministry of Healthcare continues to assess the epidemiological situation according to the matrix and, as of Sep. 30, there are no regions in the red and yellow squares, the situation in the country is stable, all regions are in the green zone.

According to the minister, the situation with morbidity and mortality from CVI in the world remains tense. The incidence continues to rise in some countries in Europe and Asia.

Over the previous week, an increase in the incidence was noted in Italy, Germany, Belarus. In the Russian Federation, the growth increased from 0.6 to 0.7% (over the last day — 8,232 cases), in Turkey to 0.6 (over the last day — 1,427 cases).

“At the same time, in many countries where an increase in the incidence rate is recorded, quarantine measures are re-introduced, which once again clearly demonstrates their effectiveness in the fight and prevention of coronavirus infection,” said Tsoy.

As the head of the department emphasized, despite the stabilization of the epidemiological situation in Kazakhstan, the alertness of the population is falling. Measures for wearing masks and maintaining social distance are not always followed, which can lead to the spread of morbidity and a tightening of the quarantine regime in Kazakhstan, as is happening today in many countries of the world.

“The results of raids in the regions indicate that since the relaxation of the quarantine regime, quarantine violations have increased: from 30.4% to 40.7%. An increase in the number of quarantine violations is noted in 10 regions. Also, violations by citizens of the mask regime are not decreasing. 1,131 people were brought to an administrative fine from Sep. 5 to 27,” Tsoy said.

Given the deteriorating situation in foreign countries, in order to prevent the introduction and spread of infection, it is proposed from October 5:

  • to suspend the resumption of additional flights with other countries;
  • not to increase the number of flights with countries with which air traffic has been resumed;
  • reduce the number of flights to Turkey.

For persons arriving from countries of the second category, establish the following mandatory requirements: thermometry, questionnaires, the presence of a certificate of examination for COVID-19 from the date of receipt of which no more than 3 days have passed.

In the absence of the certificate, the arrivals are isolated in a quarantine hospital for up to 2 days for laboratory tests for COVID-19.

It is proposed to apply similar requirements to persons crossing the state border at checkpoints at road crossings with the EAEU countries and Uzbekistan.

In addition, according to the Minister of Healthcare, the following measures are being taken to prevent the spread of infection and prepare for a possible increase in the incidence.

First: A number of urgent measures have been taken on drug supply issues. The regions declared an additional need for 91 names of drugs in the amount of 14 billion tenge. A two-month supply of drugs for COVID-19 (irreducible stock) for 11.4 billion tenge has been formed, 100% have already been shipped. In all regions, stabilization funds have been created for a total amount of about 13 billion tenge for the most popular medicines.

The list of drugs at the outpatient level has been expanded, thus the COVID-19 nosology has been introduced, which includes 5 names of drugs. For home treatment for coronavirus, free medicines are provided for 1 million patients by the end of the year.

Also, 2.2 million doses of influenza vaccine were purchased to vaccinate vulnerable groups of the population, vaccination began on Sep. 15, today about 1 million people or 44% of the subject population have been vaccinated.

“To meet the country's need for a vaccine against COVID-19, we have also identified risk groups to be vaccinated. These are people with chronic diseases, over 60 years old, medical workers and educators. The preliminary number of people to be subject in the republic is 2.8 million people, or 15% of the total population,” Tsoy said.

Second: by the end of October 2020, it is planned to complete the construction of 13 modular infectious diseases hospitals with 3,100 beds in 11 regional centers and in the city of Almaty, as well as to renovate two facilities.

Third: Currently, there are 3,379 ventilators available in infectious diseases and provisional hospitals, 2,619 additional units are additionally purchased, including 1,500 domestically produced devices. In the Republic of Kazakhstan, more than 21 thousand beds are provided with oxygen, in addition, by the end of October, more than 9 thousand beds will be provided.

Fourth: In order to equip regional hospitals in 11 regions, 53 units of X-ray machines of domestic production are purchased in addition to the 132 available.

It is planned to equip the ambulance service in 2020 with 1,167 units of ambulance vehicles, including 360 purchased additionally.

“Increasing the access of the rural population to medical care will be carried out through the purchase of 100 mobile medical complexes. Their delivery to the regions is expected until mid-October of this year,’’ the head of the department summed up.
