At the Government session chaired by Prime Minister of the Republic of Kazakhstan Olzhas Bektenov, the progress of the implementation of the National Project “Modernization of the Energy and Utility Sectors” was reviewed.
Reports were delivered by Deputy Minister of National Economy Asan Darbayev, Minister of Industry and Construction Yersaiyn Nagaspayev, Minister of Energy Yerlan Akkenzhenov, and Deputy Chairman of the Board of JSC “NIH “Baiterek” Nurbolat Aidapkelov. Akims of Almaty Region Marat Sultangaziyev, Ulytau Region Yeset Baiken, the city of Shymkent Gabit Syzdykbekov, and Pavlodar Region Asain Baikhanov were also heard on issues related to the implementation of investment projects.
According to the Ministry of National Economy, within the framework of the national project in 2026–2029, it is planned to attract 13 trillion tenge of investments for the modernization of engineering infrastructure; this year, 1.1 trillion tenge is to be allocated for the repair of 12 thousand km of engineering networks.
Minister of Industry and Construction Yersaiyn Nagaspayev reported that by 2029, the implementation of 45 projects for the construction and reconstruction of sewage treatment facilities is envisaged. Work is underway to fill the register of Kazakhstani commodity producers and to develop the Smart Turmys digital platform for housing and communal services.
In the energy sector, by 2029 it is planned to modernize 77.5 thousand km of electrical networks and 1.6 thousand km of heating networks. Minister Yerlan Akkenzhenov reported that this will make it possible to reduce the wear of power supply networks from 67% to 45% and of heat supply networks from 50% to 42%.
To date, 318 projects totaling 625 billion tenge have been financed through the Baiterek holding. The Prime Minister noted the need for the most effective use of the instruments of the National Project, which make it possible to attract long-term and affordable financing without additional burden on the republican budget. Positive dynamics in the implementation of investment projects are observed in Atyrau, Pavlodar, Karaganda regions and Zhetysu. Lagging regions have been instructed to ensure the timely execution of the measures of the National Project.
“The issue of the implementation of the National Project is under the personal control of the Head of State. All the necessary regulatory framework has been adopted, and various mechanisms for financing investment projects have been determined. Large-scale repair campaigns have been launched in the regions. To timely achieve the established target indicators, we must not only maintain but also increase the pace of infrastructure modernization,” Olzhas Bektenov noted.
The Head of Government instructed the Ministry of National Economy, together with the interested state bodies, to ensure the effective utilization of investment funds allocated for the implementation of the National Project.
The regional akimats have been tasked with taking measures for the timely conclusion of contracts for projects of the current year. Together with the ministries of industry and construction, energy, and national economy, it is necessary to ensure by the end of the year the completion of all planned repair campaigns. Olzhas Bektenov emphasized that the akims of the regions bear personal responsibility for the fulfillment of this task. For projects of 2027, the corresponding applications must be submitted to the electronic platform of the National Project by September 1, and competitive procedures must be conducted by December 1.
The Ministry of Industry and Construction has been instructed to accelerate the conduct of state expertise of design and estimate documentation for infrastructure projects, as well as to ensure the filling of the Register of Commodity Producers with the codes of the Architectural, Urban Planning and Construction Catalog. In addition, by September 1, together with the interested state bodies, it is necessary to complete work on concluding potential offtake contracts for the creation of new and expansion of existing production facilities. The Ministry of Industry and Construction has been instructed to strengthen control and coordination of this work.
An instruction has been given to the ministries of industry and construction and energy to accelerate the introduction of the unified digital platform Smart Turmys. Also, by September 1, it is necessary to adopt unified standards for utility resource metering devices and software with division into consumer groups.
The Baiterek holding has been tasked with ensuring by September 1 the immediate financing of all projects declared by the end of the current year.
“Every manager bears personal responsibility for achieving the target indicators of the National Project and the timely implementation of all the envisaged measures. It is necessary to mobilize all available resources,” Olzhas Bektenov emphasized.
Overall control and coordination of the execution of the instructions have been assigned to Deputy Prime Minister Kanat Bozumbayev.
