Under the chairmanship of Prime Minister of the Republic of Kazakhstan Olzhas Bektenov, a meeting of the Alatau City Council was held. Issues of implementing the Constitutional Law of the Republic of Kazakhstan “On the Special Legal Regime of the City of Alatau” and the further development of the new city were considered.
Olzhas Bektenov noted that the Constitution, which entered into force on July 1 of this year, is a continuation of large-scale presidential reforms and creates a solid foundation for further modernization of the economy. In this context, the Alatau City project is of particular importance, aimed at attracting investments, introducing advanced management solutions, and creating a new city model.
“In development of the provisions of the new Constitution, the Constitutional Law ‘On the Special Legal Regime of the City of Alatau’ has entered into force. In accordance with the instruction of the Head of State, the Alatau City project should become one of the drivers of economic development. Therefore, the main task of the Alatau City Council is to ensure the timely and high-quality implementation of the special legal regime,” the Head of Government emphasized.
Chief Executive Officer of Alatau City Authority Alisher Abdykadyrov reported on the current activities of the organization and plans for the further development of Alatau. Currently, work is underway to form the regulatory legal framework of the city, develop strategic documents, create a modern system of public administration, attract investments, and support investment projects. Work continues on the development of engineering and transport infrastructure of existing settlements in Alatau, in particular, the microdistricts Yntymak, Koyankus, Zhetigen, Zhangadauir, and Zhangatalap are currently covered. By the end of this year, it is planned to complete the development of the Long-Term Development Plan of the City until 2055, the Development Strategy and the Master Plan until 2040 with the involvement of leading international consulting companies ARUP and BCG.
Attention is paid to the projects K-Smart City, Alatau AI-Driven City, and Alatau Crypto City. Within the framework of K-Smart City, it is envisaged to create a pilot self-sufficient district with an area of 330 hectares using advanced smart technologies based on the experience of South Korea. The concept of Alatau AI-Driven City involves the introduction of a digital twin, Big Data, and artificial intelligence for managing urban processes in real time. Alatau Crypto City implies the launch of projects on tokenization and the formation of the city’s Web3 ecosystem.
In general, according to Alatau City Authority, a pool of 53 investment projects has been formed totaling 2 trillion tenge with the creation of 51 thousand jobs. Among the key projects are the Iconic Complex worth more than $1 billion, production facilities of PepsiCo, Mars, Hyundai Green Food, the biopharmaceutical plant Khan Tengri Biopharma, urban air mobility projects with AutoFlight and Joby, and the construction of a KAIST university campus. By the end of 2026, it is planned to launch the first tokenization projects, attract residents, and form a single space for the virtual and real economy.
Following the consideration of the agenda items, the Council adopted a number of decisions.
The Regulation on Alatau City Authority was approved, defining the legal status, powers, and management system of the organization. Thus, the State Fund Alatau City Authority is transformed into a special management organization – a state body responsible for the functioning and development of the city of Alatau.
To ensure effective management of the city, decisions were made to create an Operational Committee and a Regulatory Commission. The Operational Committee will consider issues requiring timely decision-making. The Regulatory Commission will approve regulatory legal acts, as well as implement advanced international practices within the framework of the special legal regime.
In order to resolve issues of the transitional period, the Council supported the creation of a Temporary Commission on Land Relations under the akimat of the city of Alatau. The tasks of the commission will also include support for priority investment projects until the approval of the city’s Master Plan.
The Prime Minister instructed government agencies and Alatau City Authority to accelerate work on the key areas of the city’s development.
