At the meeting of the Council on improving the investment climate under the chairmanship of Prime Minister Olzhas Bektenov considered topical issues of interaction between the international business community with the Government of Kazakhstan.
Attention was paid to the issues of further improving the investment attractiveness of the country, including the improvement of tax policy.
Participants were informed about the reforms of the Government aimed at creating a favourable business environment, maintaining growth dynamics and improving the quality of economic development.
It was noted that within the framework of the new Tax Code under development, it is envisaged to introduce a service model of administration, reduce tax reporting by 30 % and reduce the number of types of tax payments by 20 %. A reduced income tax rate will be introduced for producers of their own production, and raw materials processors will receive a VAT deferral on imported equipment. In addition, changes in the taxation of royalties were explained.
Jeff Ehrlich, Executive Director of the American Chamber of Commerce in Kazakhstan, Michelle Yerkin, US Consul General in Almaty, Kathy Leach, British Ambassador, Maciej Madalinski, Charge d'Affaires of the EU in Kazakhstan, spoke at the meeting, Yeldos Syzdykov, Partner at Deloitte, Erlan Dosymbekov, Managing Partner of EY Caucasus and Central Asia, Evgeny Nastradin, CEO of Beeline Kazakhstan, Cecile Raulin, Managing Director of ExxonMobil Kazakhstan, Dmitry Kozenkov, Regional Director of Pfizer.
The topics raised were commented on by Deputy Prime Minister - Minister of National Economy Serik Zhumangarin, Minister of Finance Madi Takiyev.
According to the Ministry of Finance, a record 1.2 trillion tenge was paid in 2024 as part of VAT refunds. From 1 January 2026, a new information system will be put into operation, which will increase the efficiency and transparency of the tax refund procedure.
Summarising the results of the meeting, Prime Minister Olzhas Bektenov thanked for the proposals and initiatives. The Government of Kazakhstan remains committed to open dialogue and constructive interaction.
