Olzhas Bektenov discusses prospects for bringing production facilities to full capacity with West-Kazakhstan entrepreneurs

During a working trip to West Kazakhstan region Prime Minister of Kazakhstan Olzhas Bektenov visited a number of industrial enterprises.

Currently, the Government is focusing its efforts on creating the necessary conditions for full utilisation of domestic producers. This will give a serious impetus to the development of Kazakhstani production and reduce the share of imports, as well as create new jobs.

Olzhas Bektenov visited one of the largest companies in Kazakhstan for the production of special equipment Uralskagroremmash JSC, which for 60 years provides special equipment for the Emergency Situations Ministry and municipal enterprises. Over 120 units of special-purpose vehicles and 115 units of trailers were produced here last year. At the same time, the workload of the enterprise does not exceed 20%.

Prime Minister got acquainted with samples of products. During the inspection of manufactured fire-fighting equipment Prime Minister stressed the need to produce fire-fighting ladders for rescue work at the level of multi-storey residential buildings.

A number of relevant ministries have been instructed to consider the possibility of increasing cooperation with domestic companies. In turn, the enterprises should continue the process of modernisation and expansion of the production line. It was noted that the development of machine building always starts with large-scale assembly with further transition to small-scale assembly and independent production of components.

"The state puts the main emphasis on the development of the manufacturing sector. Everything should work at full capacity at the enterprise. We are now developing a programme to support domestic manufacturers. In procurement priority should be given to those who have higher localisation," Olzhas Bektenov said.

On the territory of West Kazakhstan Machine Building Company JSC, which is the only specialised enterprise of small arms and cannon weapons, Prime Minister Olzhas Bektenov focused attention on the demand for high-quality defence products in the world market. He also outlined the need to establish related production facilities, taking into account the company's workload of 60%. 

Then Prime Minister got acquainted with the activities of the enterprise for the production of profiled sheets, polyethylene and polypropylene pipes, consumer goods made of plastic Urals Trade and Industrial Company LLP. Last year the plant's workload was 20% with a capacity of 37,500 tonnes of polyethylene products per year. It should be noted that the products are designed for gas supply, water supply, telecommunications systems that need to be renewed and modernised.

In the region Prime Minister also visited the enterprise for production of polypropylene bags (big bags) "Packaging Systems" with a capacity of 5 million units per year. The project was put into operation last autumn as part of the relocation of foreign companies to the region. Currently, the manufactured bigbags are used in Kazakhstan and are also exported to EAEU and EU countries.

"We have to take maximum efforts to attract investment. Whether domestic or foreign investors - they are important for our economy. Therefore, we must create a comfortable environment for investors," Bektenov said.

Following the tour of industrial facilities, Prime Minister instructed to strengthen the work on assistance to business entities in terms of financial and non-financial support measures to ensure dynamic growth of industry and industrialisation of the economy.

For reference: within the framework of fulfilment of the Head of State's instruction to ensure 6% growth of the economy in 2024 it is planned to increase the volume of manufacturing industry production in Kazakhstan at the level of 5% of 2023. Thus, in the manufacturing industry it is planned to implement about 180 investment projects worth 1.2 trillion tenge with the creation of 15 thousand new jobs.
