Olzhas Bektenov Holds Meeting on Current Hydrological Situation: Water Levels Within Normal Range, Round-the-Clock Monitoring Organized

Prime Minister Olzhas Bektenov heard reports from Minister for Emergency Situations Chingis Arinov, Minister of Ecology and Natural Resources Yerlan Nysanbayev, First Deputy Minister of Water Resources and Irrigation Nurlan Aldamzharov, as well as akims of a number of regions on the situation in the country related to dangerous hydrological phenomena.

The Republican Operational Headquarters of the MES and regional headquarters are operating in round-the-clock mode.

Regarding the situation in the city of Almaty and Almaty Region, Minister for Emergency Situations Chingis Arinov reported that 12 round-the-clock hydroposts have been deployed. At the Aksai dam, the protective embankment is being raised, the structure is being reinforced with inert materials, and continuous monitoring is being carried out. The situation in the village of Zhanaturmys in the Karasay district is under control. All emergency recovery works are organized, bank reinforcement and riverbed clearing are being carried out. Kazselezashchita posts ensure constant monitoring and observation. At the moment, water levels are within the normal range.

In Mangystau Region, the MES, together with the akimat, continues pumping out water and eliminating the consequences of flooding. The necessary forces and means are ready for immediate response to any change in the operational situation.

Overall, in all regions with increased risks, the grouping of MES forces and means, including aviation, has been strengthened in advance. Duty of rescue units, engineering, and emergency rescue equipment has been organized.

According to Kazhydromet, heavy precipitation is forecasted in the coming days in almost the entire territory of the country. Heavy rains are expected in Almaty, Zhambyl regions, and Zhetisu region.

In this regard, Prime Minister Olzhas Bektenov gave a number of instructions:

  • Akimats of the regions, together with the MES, should take appropriate measures to ensure the safety of people and infrastructure of settlements;
  • Ensure the readiness of forces and means of local executive bodies, including preparing evacuation points, necessary transport, and updating response plans in case of population evacuation;
  • Akimats of mudflow-prone regions should keep the condition of moraine lakes under special control, including ensuring their timely emptying, and check the readiness of mudflow-retaining structures;
  • Ministry of Ecology – ensure daily observation at hydroposts and monitoring of weather forecasts, and in case of deterioration, urgently bring storm warnings to interested government agencies;
  • Ministry of Water Resources – keep the condition of hydraulic structures under control, organize constant exchange of information on water discharges and the emergence of threats on transboundary rivers;
  • MES – continue preventive works to ensure safety in conditions of unfavorable hydrological phenomena.

“Akimats of Almaty, Mangystau regions, and the city of Almaty should keep the developing situation under special control. Promptly take measures to eliminate the consequences of emergencies,” Olzhas Bektenov emphasized.
