Prime Minister Olzhas Bektenov held a meeting on the implementation of the instructions of the Head of State in terms of improving the system of social support of the population.
Minister of Labour and Social Protection of Population Svetlana Zhakupova presented new approaches based on digital solutions, which will eliminate duplication of support measures and increase the efficiency of distribution of social benefits according to social justice principle.
As of March this year, more than 4 million citizens in Kazakhstan are covered by various social support measures, including targeted assistance, payments to large families, disability allowances, prenatal and postnatal payments, support for the poor, etc., she said. At the same time, analysis of the Digital Family Map data shows that only 564,000 citizens belong to categories in difficult life situations. In this connection, a mechanism aimed at transition from the categorical principle of social assistance to the criteria of real need was considered.
Attention was also paid to the issue of solving the problem of regional disproportions in the coverage of citizens in need. In particular, ideas on unification of types and number of payments regardless of regions and cities were voiced.
Olzhas Bektenov stressed that the priority of the Government is to cover the needy citizens with support measures for their further transition to categories with a satisfactory standard of living. The Ministries of Labour and Social Security, Digital Development have been instructed to complete work on a detailed analysis of welfare to assess the level of neediness in the near future. Separate work has been assigned for citizens who are not reflected in the system of the needy.
