Olzhas Bektenov Inspects Implementation of Presidential Instructions on Power Plant Construction in Turkestan Region

Prime Minister Olzhas Bektenov inspected the progress of construction of a power plant based on a combined cycle gas turbine (CCGT) unit with a capacity of 1,000 MW in the Turkestan region. The project, implemented поручению of the Head of State, is aimed at ensuring the reliable functioning of the national power grid.

In the Sairam district, Olzhas Bektenov familiarized himself with the ongoing construction works of the largest gas-fired power plant in the Republic of Kazakhstan. The project includes four gas turbines, four heat recovery steam generators and two steam turbines with a total capacity of 1,000 MW. The applied CCGT technology, with additional electricity generation through the use of exhaust gas heat, is considered one of the most efficient and environmentally friendly in modern thermal power engineering. The advantage of the plant lies in its flexibility and ability to quickly compensate for capacity shortages in the event of a deficit in the grid.

“The Head of State, at a meeting of the National Kurultai, noted that the commissioning of new generating capacities is a necessary condition for the development of a modern energy-intensive economy. Ensuring the stable operation of life-support systems and forming a sustainable energy base is one of the key tasks of the Government. We see that the Turkestan region is developing dynamically, and the region has high potential in industry and agriculture. The implementation of the CCGT project will make it possible to create an additional capacity reserve and strengthen the resilience of the energy system of the entire southern region. The plant will become an important element of socio-economic development and will create a foundation for the implementation of new investment projects,” Olzhas Bektenov emphasized.

The Prime Minister was briefed on the current status of the project. Chairman of the Management Board of LLP “CCGT Turkestan” (a subsidiary of JSC “Samruk-Kazyna”) Ulan Burkitov reported that the facility is planned to be commissioned by the end of 2026. To date, the readiness of the foundations of key facilities, including the main building and switchgear, has been ensured. Four gas turbines with generators (Siemens Energy) have been installed at their design locations in the main building.

The general contractor of the project is a consortium comprising Kazakhstani and South Korean companies. More than 1,000 people and 150 units of specialized equipment are involved at the construction site. Vertical structures are being erected, including installation of building frames, assembly of steel structures, wall cladding and other works. The main technological equipment of the power plant has been delivered in full. The launch of the project will create more than 600 permanent jobs.

Currently, the average electricity consumption in the Turkestan region is 445 MW, while internal generation amounts to 136.5 MW. The commissioning of the plant will fully cover the capacity deficit in the region and ensure the stability of the energy system during peak load periods.

According to the Ministry of Energy, 123.1 billion kWh of electricity were generated in Kazakhstan last year (117.9 billion kWh in 2024). The completion of three gas turbine units at LLP “Tekeli Energy Complex” and the replacement of an outdated turbine unit at LLP “Main Distribution Power Plant Topar” made it possible to additionally supply 166 MW of capacity. In the current year, it is planned to ensure 1,980 MW of electricity through the commissioning of new generation and 683 MW through replacement.

The Prime Minister instructed the Ministry of Energy, together with JSC “Samruk-Kazyna Construction,” to ensure the timely implementation of the combined cycle power plant construction project, with compliance with the established deadlines for commissioning all four gas turbines, environmental requirements, as well as coordination with the grid infrastructure.
