Olzhas Bektenov Inspects Implementation of President’s Instructions on Industrial and Social Projects in Abay Region

During his working trip to Abay Region, Prime Minister Olzhas Bektenov inspected the progress of implementing the President’s instructions on increasing agricultural product processing, developing the manufacturing industry, creating new jobs, and expanding social infrastructure. In the city of Semey, he visited agricultural processing enterprises, a sewing factory, and the Palace of Schoolchildren.

At the territory of “Agrolider KAZ” LLP, the Prime Minister familiarized himself with the operations of the plant for processing legumes and oilseeds. He inspected the finished product certification laboratory, production workshops, and technological lines. The enterprise’s capacity is 72,000 tons of raw materials per year, with a daily output of 160 tons of finished products. General Director of “Agrolider KAZ” LLP Nikolai Ushakov reported that Turkish and Italian technological solutions were used in equipping the plant, ensuring a high level of processing and packaging. The plant currently produces more than 10 types of products supplied to the domestic market and exported to Europe, Asia, and Latin America. The company is working with farms to expand the cultivation of in-demand crops. 4.1 billion tenge has been invested in the project, creating 50 jobs.

The Prime Minister emphasized that the launch of the plant fulfills the tasks set by the President to increase the share of high value-added products in the agro-industrial complex.

“Head of State Kassym-Jomart Tokayev emphasizes the need to develop deep processing of agricultural products, expand storage and processing capacities, and support sales in foreign markets. One of the key tasks is to increase the share of processed products in the agro-industrial complex to 70%. The ‘Agrolider’ enterprise is an important project for the agro-industrial complex of Abay Region. This plant is a clear example of implementing these instructions at the regional level,” Olzhas Bektenov noted.

The Prime Minister also visited the full-cycle oil extraction plant of “Qazaq-Astyq Group” LLP. The plant produces unrefined sunflower oil, meal, phospholipid concentrate, and granulated husks. The enterprise has reached its design capacity of 300,000 tons of raw materials per year. In 2025, it produced 112,000 tons of unrefined oil, 96,600 tons of meal, 11,300 tons of husks, and 622 tons of phospholipid concentrate. Export deliveries amounted to 112,700 tons of oil and 88,900 tons of meal. The plant employs 414 people. The second stage of the project is currently underway — construction of a refining and packaging facility for sunflower oil with a capacity of 200 tons per day. Commissioning is expected in the third quarter of 2026. This will create 111 new jobs.

At the “Sewing Factory” branch of “Technoavia-Kazakhstan” LLP, the Prime Minister inspected the production building and familiarized himself with the manufactured products. The annual production volume is 170,000 items, with 100% utilization of production lines. Branch Director Ainur Akhmetova reported that in March of this year the enterprise was included in the Register of Kazakhstani Commodity Producers. While previously all products were exported, the factory now plans to produce corporate clothing for Kazakhstan’s national companies. General Director of “Technoavia-Kazakhstan” LLP Zhanat Amrenov reported on the implementation of a footwear factory project aimed at import substitution. Currently, 152 people work at the enterprise. The new project plans to create an additional 200 jobs. The complex is scheduled to be launched this year.

Special attention during the trip was paid to social infrastructure. The Prime Minister inspected the readiness of the Palace of Schoolchildren in Semey. The facility was built on the instruction of the Head of State, including with funds from the Special State Fund from returned assets. The palace provides conditions for supplementary education in scientific-technical, creative, and sports areas. Olzhas Bektenov inspected robotics and programming rooms, a sensory room, a swimming pool, martial arts halls, and aircraft modeling rooms. The total area of the palace is 9,800 square meters, with a capacity of 500 places per shift or up to 2,000 visitors per day. The admission of children is planned to begin during the summer holidays. Deputy Akim of Abay Region Meirlan Rakhанов noted that the commissioning of the facility will significantly expand access to supplementary education for children living on the left bank of the city. Special attention has been given to creating conditions for children with special educational needs.

Following the working trip, Prime Minister Olzhas Bektenov instructed to ensure the timely implementation of ongoing projects, increase the output of high value-added products, create new jobs, and further expand sales markets.
