Deputy Prime Minister – Minister of National Economy Serik Zhumangarin presented a strategy for qualitative economic diversification and the formation of a new growth model at the Government session. In line with the tasks set by the Head of State, the key priority is the creation of a modern industrial framework through the development of manufacturing and high-tech industries.
Prime Minister of the Republic of Kazakhstan Olzhas Bektenov, at an expanded meeting of the Government chaired by the President of the Republic of Kazakhstan Kassym-Jomart Tokayev, reported on the work being carried out to develop the infrastructure of special economic zones and industrial zones, address energy shortages, develop industry, and attract investment.
Prime Minister Olzhas Bektenov, during a working trip to Almaty Region, reviewed the implementation of a number of investment and industrial projects that align with the objectives set by the President to diversify the economy, increase industrial output, expand the share of deep processing, and attract investment into priority sectors of the economy.
As part of the implementation of the instructions of the Head of State, the Government, through the Ministry of Industry and Construction, continues work on industrial development and economic diversification. In 2025, 33 new industrial enterprises were commissioned. The new facilities are located across various regions of the country and cover a wide range of production sectors, from mechanical engineering and metallurgy to the chemical and light industries.
At the Government session, Chairman of the Management Board of Samruk-Kazyna JSC Nurlan Zhakupov reported on the ongoing work to introduce digital solutions and apply artificial intelligence technologies in the Fund’s operations.
During a working visit to China in the city of Hangzhou, First Deputy Prime Minister of the Republic of Kazakhstan Roman Sklyar held working meetings with Mr. Wang Hao, Secretary of the Party Committee of Zhejiang Province, as well as with executives of leading Chinese industrial companies.
Prime Minister Olzhas Bektenov held a meeting on the development of infrastructure in special economic and industrial zones, in line with the instructions of President Kassym-Jomart Tokayev aimed at increasing the country’s industrial potential. The meeting was attended by the Ministers of Finance, Industry and Construction, as well as the management of the Baiterek Holding and the Industrial Development Fund.
At the Government session chaired by Prime Minister of the Republic of Kazakhstan Olzhas Bektenov, the results of socio-economic development for January–November 2025 were reviewed. Indicators in the areas of industry and construction were reported by Vice Minister of Industry and Construction Olzhas Saparbekov.
At the Government session, Minister of Industry and Construction Ersaiyn Nagaspaev presented a report on the current state and development prospects of the manufacturing industry.
At the session of the Government chaired by Prime Minister Olzhas Bektenov, issues of developing special economic and industrial zones involved in the formation of cross-border hubs were reviewed. Deputy Minister of Industry and Construction Iran Sharkhan reported on the progress of infrastructure construction and the expansion of territories.
As part of his working trip to the West Kazakhstan Region, Prime Minister Olzhas Bektenov visited several industrial and social infrastructure facilities.

At a Government session, Deputy Minister of Industry and Construction Olzhas Saparbekov noted that the mining and metallurgical complex (MMC) holds an important place in the national economy. The MMC accounts for 8% of Kazakhstan’s GDP, with total production exceeding KZT 14 trillion, and around 224,000 people employed in the sector.
