Olzhas Bektenov Familiarizes Himself with Modernization of Energy and Industrial Infrastructure in Mangystau Region

During his working visit to the Mangystau Region, Prime Minister of the Republic of Kazakhstan Olzhas Bektenov checked the implementation of the Head of State’s instructions aimed at the comprehensive development of the region, strengthening its energy security, modernizing utility infrastructure, and expanding industrial potential. In particular, the Head of Government familiarized himself with the progress of projects to increase road bitumen production, commission new generating capacities, update the energy infrastructure of LLP “MAEK”, and eliminate the heat supply shortage in Aktau.

At the plant of LLP “JV “CASPI BITUM”, Olzhas Bektenov inspected the production capacities of the largest specialized manufacturer of road bitumen. Chairman of the Board of JSC “NC “KazMunayGas” Askhat Khasenov reported on the completion in 2025 of the modernization of the ELOU-AVT unit, as a result of which the design capacity for oil refining and bitumen production was increased by 1.5 times. In total, last year the plant processed 696 thousand tons of oil and produced 284 thousand tons of bitumen; for January-June 2026 — 277 thousand and 106 thousand tons, respectively. The enterprise is also implementing a set of environmental modernization, including round-the-clock air quality control, reuse of treated water, and the introduction of energy-efficient solutions.

The Prime Minister instructed to ensure that the produced bitumen meets international standards.

At the site of LLP “Aktau Energy Company”, the Head of Government was briefed on the progress of construction of a combined-cycle gas turbine unit with a capacity of 160 MW. General Director of LLP “AEK” Ge Lichun noted that the project is being implemented to increase capacity, improve the reliability of energy supply to the Mangystau Region and the western region of the country. The investment volume is $210 million, and about 300 jobs will be created. Currently, construction and installation works have been completed by approximately 30%, and commissioning is scheduled for June 2027.

Deputy Akim of the Mangystau Region Yerbol Izbergenov reported on plans to build new combined-cycle gas turbine units with a total electrical capacity of up to 500 MW and thermal capacity of 560 Gcal at the base of LLP “Mangystau Atomic Energy Combine” (MAEK). It was noted that LLP “MAEK” is a key facility of the energy infrastructure of the Mangystau Region, providing electricity, heat, and water supply to the region. The new complex is to replace outdated power units and ensure combined production of electrical and thermal energy. The project also provides for the integration of desalination capacities for the further development of the region’s water supply system.

The Prime Minister was presented with a project for the construction of a central boiler house for the heat supply of the city of Aktau. Currently, the main load for providing the city with heat falls on the heat sources of LLP “MAEK”. With an installed capacity of 500 Gcal per hour, the current demand of Aktau is 745 Gcal per hour. The construction of a central boiler house with a capacity of 363 Gcal per hour will make it possible to provide heat to more than 2 million m² of residential and social infrastructure, connect new and part of existing microdistricts to the centralized system, and divide the city’s heat supply system into two independent circuits.

Following the working tour, the Prime Minister issued a number of instructions for the timely implementation of the projects.

“The Head of State has identified improving the quality of life of citizens as the main task. Issues of high-quality and uninterrupted heat supply are among the priority areas of work of the akimat and relevant government agencies. Therefore, I instruct to keep all projects of energy, transport, and industrial infrastructure under special control and ensure their timely commissioning,” Olzhas Bektenov emphasized.
