At a meeting of the headquarters on ensuring economic growth chaired by Deputy Prime Minister – Minister of National Economy Serik Zhumangarin, preliminary results of economic growth in key sectors for nine months were reviewed.
In his Address to the Nation “Fair Kazakhstan: Law and Order, Economic Growth, Public Optimism”, President Kassym-Jomart Tokayev outlined the main vector of the country’s development – building a strong and diversified economy, with powerful industrial potential as its foundation.
At a Government session, Deputy Minister of Industry and Construction Olzhas Saparbekov noted that the mining and metallurgical complex (MMC) holds an important place in the national economy. The MMC accounts for 8% of Kazakhstan’s GDP, with total production exceeding KZT 14 trillion, and around 224,000 people employed in the sector.
At a Government session chaired by Prime Minister Olzhas Bektenov, Vice Minister of Finance Dauren Kenbeyil reported on new measures aimed at supporting domestic production within the public procurement system. According to him, the Law "On Public Procurement" came into force on January 1, 2025, introducing a set of mechanisms to promote the development of domestic producers of goods, works, and services (GWS).
Prime Minister Olzhas Bektenov Holds Meeting on Implementation of Major Metallurgical and Petrochemical Projects
Prime Minister of the Republic of Kazakhstan Olzhas Bektenov held a meeting with David Manzini, President of PepsiCo for the Russia, Belarus, Caucasus, and Central Asia region. The discussion focused on the implementation of a project to build a snack production plant in the Almaty region.
Prime Minister Olzhas Bektenov held a meeting on the implementation of large industrial projects aimed at creating clusters of high conversion in the chemical and metallurgical industries. Work on the formation of export-oriented industries is carried out in accordance with the instruction of the Head of State Kassym-Jomart Tokayev.
The Minister of Energy Yerlan Akkenzhenov reported on the current situation and prospects for the development of the oil and gas chemical industry at the meeting of the Government. He emphasised that this area is one of the priorities in reorienting the oil and gas sector from the raw materials model to the production of high value-added products.
The Minister of Industry and Construction Yersain Nagaspayev reported on measures to develop the chemical and petrochemical industry at the Government session. To date, the share of the chemical industry in the structure of the manufacturing industry is 4.6 per cent. According to him, the industry has a positive impact on the development of such sectors as agriculture, metallurgy and production of construction materials.

As part of the implementation of the Head of State's instruction to diversify the economy, the Government is prioritising support for domestic manufacturers. A big stimulus for the development of the machine building industry was the refusal last year to subsidise imported tractors and combines in favour of support for Kazakhstani production, which promoted localisation.
