On the instruction of the Head of State, Prime Minister Olzhas Bektenov and Head of the Presidential Administration Roman Sklyar took part in the meeting of deputies of Maslikhats of the Almaty region.
Roman Sklyar read out to the deputies a letter from President Kassym-Jomart Tokayev nominating two candidates for the post of Akim of the Almaty region: former Minister for Emergency Situations Chingis Arinov and Deputy Akim of the Almaty region Gani Mailybayev. The meeting was attended by 178 deputies. According to the results of open voting, 83% of votes were cast for the candidacy of Chingis Arinov. By the relevant Decree of the President of the Republic of Kazakhstan, Chingis Arinov was appointed Akim of the Almaty region.
At the meeting with the active of the region, Prime Minister Olzhas Bektenov expressed gratitude to Marat Sultangaziyev for the work done on the socio-economic development of the region. The Head of Government introduced the new Akim of the Almaty region, Chingis Arinov, to the active. It was noted that the adoption of the new Constitution of Kazakhstan marked the beginning of an important stage in the further modernization of the country. The Government faces the task of achieving the goal set by the Head of State to ensure high-quality and sustainable economic growth.
Olzhas Bektenov focused the attention of the regional active on the implementation of the President's instructions, announced at the first session of the Kurultai, to ensure the accelerated construction of facilities vital for our citizens across the country. In particular, social, engineering, energy, and water infrastructure, where there is a high demand for further improving the quality of life of citizens. To date, additional funds have been allocated to the Akimat of the Almaty region for a number of new healthcare projects. Among them are the construction of a perinatal center and a polyclinic in the Karasay district, the modernization of an infectious disease hospital in Kaskelen, and a maternity ward in the Ili district. It is necessary to commission the facilities in a timely manner. The Prime Minister instructed to ensure strict control over the targeted and efficient spending of allocated funds. Every tenge should be directed towards achieving a concrete result tangible for the residents of the region. To increase control, a digital tenge mechanism will be applied.
In addition, it was noted that when implementing a large-scale construction program, priority should be given to domestic producers. This applies to attracting local construction companies, as well as using Kazakhstani building materials and equipment. At the same time, Olzhas Bektenov instructed to prevent speculative price increases for purchased services and goods. For entrepreneurs, this is an opportunity for development; however, domestic manufacturers should not engage in artificial price inflation, but rather in expanding the volume of work. This will allow receiving guaranteed profits, creating new jobs, and raising wages. Such an approach will ensure the stimulation of the entire chain of domestic production and employment of citizens.
The Prime Minister outlined the key priorities for the work of the Akimat of the Almaty region. Tasks were set to increase the availability of social services in rural areas and reduce the infrastructure gap between urban and rural areas. It is necessary to expand the coverage of settlements with high-quality public utility services and reduce the accident rate on networks. Attention was paid to the phased modernization of water, heat, power supply, and sewage systems, as well as the construction of new power generation sources. In the agro-industrial complex, the need was noted to develop irrigated agriculture, reduce water losses, broadly introduce water-saving technologies in agriculture, and increase the share of the agro-industrial complex in the region's economy. To ensure road safety, it was instructed to step up the repair and reconstruction of regional highways. The importance of actively attracting investment, developing manufacturing, tourism, SMEs, and effectively utilizing the potential of Alatau city as a new point of economic growth was highlighted separately.
Olzhas Bektenov emphasized that systemic and comprehensive implementation of the tasks set by the Head of State must be carried out in all areas and sectors. Exhaustive measures must be taken for the further socio-economic development of the region.
