Olzhas Bektenov Holds Meeting on Implementation of the President’s Instructions Regarding Modernization of Border Checkpoints

Prime Minister Olzhas Bektenov held a meeting on the implementation of the Head of State’s instructions concerning the reconstruction of international automobile border checkpoints.

Reports were delivered by Minister of Transport Nurlan Sauranbayev, Acting Minister of Finance Yerzhan Birzhanov, and Deputy Chairman of the National Security Committee of the Republic of Kazakhstan – Director of the Border Service Yerlan Aldazhmanov.

According to the Ministry of Finance, in the current year reconstruction of nine checkpoints on the external borders of the Eurasian Economic Union (with the People’s Republic of China, the Republic of Uzbekistan, and Turkmenistan) is planned. To date, four checkpoints have been commissioned: Kaplanbek, Atameken, Kolzhat, and Alakol. Modernization of five facilities will be completed by the end of the current year. Additionally, beyond the initial plan, reconstruction of the “Zhibek Zholy” passenger checkpoint is underway, with completion scheduled for the first half of 2026. The modernization focuses on creating modern conditions – six-lane access roads and unified infrastructure for all services, including electronic control systems.

After hearing the reports, the Prime Minister criticized the relevant ministries for poor organization of the customs service’s work, as well as delays in the repair of automobile checkpoints on the borders with the Russian Federation and the Kyrgyz Republic.

Olzhas Bektenov instructed that the Chairmen of the State Revenue Committee of the Ministry of Finance of the Republic of Kazakhstan and the Committee of Automobile Roads of the Ministry of Transport of the Republic of Kazakhstan be held accountable for inadequate organization of work. In addition, responsible ministry leaders have been sent to the regions to coordinate work on the ground. Tasks were set to tighten requirements for customs service personnel, particularly those working at checkpoints, as well as to address issues of equipment provision and internet access. The Ministers of Transport and Finance were instructed to submit weekly reports to the Prime Minister on the progress of checkpoint reconstruction.
