At the Government session chaired by Prime Minister of the Republic of Kazakhstan Olzhas Bektenov, the issue of organizing summer holidays for students was reviewed.
The Head of Government emphasized the importance of ensuring safe and well-organized holidays.
“The time for summer rest is approaching. The common task for all state bodies is to conduct this period in the most organized and safe manner possible. Favorable conditions must be created for every schoolchild, graduate, and student for the successful completion of the academic year and a full summer rest,” Olzhas Bektenov emphasized.
Akimats of the regions, together with the Ministries of Education and Healthcare, were instructed to ensure the full readiness of children’s recreation and health centers by the end of this week.
This year, the operation of 20 year-round and the phased opening of 187 seasonal children’s educational and health centers, as well as over 11,000 school-based camps with and without meals, are planned. In total, various summer recreation programs are expected to cover 3.1 million children.
The Prime Minister noted that all facilities must meet sanitary, fire, and anti-terrorist safety requirements. Issues of food quality, the condition of engineering infrastructure, medical support, and staffing must be kept under constant control.
During the meeting, the issue of educational work with children and adolescents within the framework of the unified program “Adal Azamat”, initiated by the Head of State, was considered. The programs of all educational, health, and school-based centers should be focused not only on children’s leisure but also on instilling civic, moral, and cultural values.
As part of the Head of State’s initiative “Taza Kazakhstan”, environmental campaigns, volunteer projects, and territory improvement activities aimed at forming an ecological culture and a careful attitude toward the environment will be included in summer employment programs.
In addition, the Ministries of Education, Culture and Information, and Tourism and Sports were instructed to develop a Roadmap for forming a culture of behavior and healthy life orientations among children and adolescents. The document will cover issues of a healthy lifestyle, sports, respect for traditional values, nutrition culture, personal hygiene, and safe behavior in public places.
The Prime Minister drew attention to the need to strengthen preventive work among minors in the framework of implementing the principle of “Law and Order” outlined by the Head of State.
“Special attention should be paid to the prevention of offenses among minors and actively counter manifestations of uncultured behavior and vandalism. Recently, the Head of our State paid special attention to this problem. Its solution must be approached from early childhood. First of all, this means instilling a culture of behavior, love of reading, knowledge of the history of one’s country and the world. In order to ensure public order, prevent road traffic accidents, and emergencies, clear coordination of actions of all involved services and units is necessary,” the Head of Government noted.
As part of the instruction to ensure the safety of children during the holiday period, akimats, together with law enforcement agencies, will organize patrolling of places of mass gathering of minors. Police officers will be assigned to children’s camps, and staff will undergo training on evacuation and rescue of vacationers. By June 1, the Ministry for Emergency Situations, together with akimats, will inspect water bodies, beaches, swimming pools, and tourist zones.
Olzhas Bektenov also emphasized the need to strengthen the prevention of road traffic accidents and control over the organized transportation of children. Work in this direction should be carried out through the joint efforts of the Ministry of Internal Affairs, akimats, educational organizations, and parents.
The Ministry of Tourism and Sports, together with akimats, was instructed to ensure the accessibility of domestic children’s tourism. The Ministry of Culture and Information was tasked with expanding programs for free visits by children to museums, theaters, libraries, cultural centers, and national parks during the holidays. The Ministry of Labor and Social Protection of the Population was instructed to organize temporary employment for schoolchildren and students while observing all labor rights and safety standards. Attention should also be paid to the leisure of children from socially vulnerable groups and rural areas. Rest and recreation for children from large and low-income families, as well as children from rural areas, will be organized on a priority basis.
The importance of promoting among the younger generation the principles of respect for the state, society, and labor was emphasized. For this purpose, creative and educational projects will be carried out, discussion platforms and campaigns aimed at promoting the principles of “Law and Order”, respect for the state, society, and labor will be organized.
Along with state support measures, the development of children’s recreation infrastructure, ensuring safety, and organizing summer employment, a special role in the upbringing of the younger generation belongs to the family and parents.
