At the Government session chaired by Prime Minister Olzhas Bektenov, the outcomes of the past heating season and the progress of preparations for the upcoming autumn-winter period were reviewed.
A report was delivered by Vice Minister of Energy Sungat Yesimkhanov. Updates on fuel supply and engineering infrastructure were provided by Minister of Industry and Construction Yersayin Nagaspayev, while Chairman of the Management Board of KEGOC JSC Nabi Aitzhanov spoke on the national energy system, and Chairman of the Management Board of Samruk-Energo Kairat Maksutov reported on repair work at energy facilities.
Yersayin Nagaspayev noted that during the past heating season, the population and utilities sector were fully supplied with coal — 7.9 million tonnes were delivered, including 5.7 million tonnes to households. Solid fuel reserves in the regions currently amount to approximately 350,000 tonnes. As part of the preparations for the upcoming autumn-winter season, repairs are scheduled at 10 power units, 63 boilers, and 39 turbines across the country’s power plants. According to the Ministry of Energy, work is currently underway on 4 power units, 19 boilers, and 10 turbines, while repairs have been completed on 1 power unit, 2 boilers, and 1 turbine. In the centralized heat supply zones, the reconstruction of 44 boilers at 66 boiler houses is planned.
The Prime Minister stated that the past heating season concluded without serious disruptions in heat supply, and the number of technological incidents decreased by 10%. Measures taken led to a 44% increase in funding for the modernization of heat sources and nearly a 30% increase for heating networks.
"Under the instruction of the Head of State, the modernization of 19 heat sources was completed as a priority. It is necessary to continue repair work on all remaining heat stations and networks with high wear rates. Our task is to ensure the population receives quality heat and electricity services and that existing equipment does not reach critical wear levels. For this, constant and systematic work is needed to repair and replace key equipment at energy sources and networks. The active phase of the repair campaign is now beginning, so the entire summer period must be used for intensive work. There is no time for delays. All work must be completed on time and in full. Oversight will be strict," Olzhas Bektenov emphasized.
It was noted that the Government is providing the necessary support. This month, the Prime Minister signed a Resolution to allocate 25 billion tenge from the reserve fund for the modernization of heat sources in Astana, Kokshetau, Ridder, and Kyzylorda. Olzhas Bektenov stressed that the Government will strictly monitor the effectiveness of funds used and the achieved results.
The Prime Minister drew attention to risks of delays in repair work in several regions. In the city of Semey, work has not yet begun on the boiler houses. In Mangystau Region, the turbine repair at MAEK CHP-2 is being carried out by a company without relevant experience. In Kostanay Region, since April 10, no repair work has started on the turbine at Rudny CHP, and the same applies to the boiler at Arkalyk CHP. In Ulytau Region, the pace of work on boiler repairs at the Satpayev city boiler house is low.
“Such oversights are occurring in nearly all regions and indicate a lack of proper control. Local akimats must not let this work proceed without oversight, citing ministries, funding shortages, or procurement delays. Preparing for the heating season is the primary responsibility of akimats over the next three months,” the Prime Minister emphasized and issued a series of instructions.
Regional akimats have been tasked with completing all procurement procedures within two weeks and beginning practical repair work. For new heat supply facilities scheduled to be commissioned this year, commissioning work must be completed no later than August. Akims are instructed to personally monitor the situation, visit heat supply sites weekly, and respond promptly to emerging risks.
The Ministries of Energy, Industry and Construction, and regional akimats must update heating season preparation plans by June 10. Full readiness of infrastructure and utilities in northern, central, and eastern regions must be ensured by September 15, and by October 15 in all other regions.
KEGOC and the Ministry of Energy are instructed to approve equipment operation schedules for nationally significant power plants by June 15. Delays or reductions in the scope of repairs are unacceptable. The Prime Minister emphasized that accountability measures will be applied for each case involving both owners and management companies.
The Ministry of Energy, together with the Ministry of Transport and akimats, must ensure timely fuel stockpiling at heat sources and depots by September 1.
The Government Office has been tasked with maintaining constant oversight of regional preparations for the heating season.
