Prime Minister Olzhas Bektenov familiarized himself with the progress of implementing the President’s instructions on the digitalization of the transport industry.
At the Situation Center of the Ministry of Transport, modern solutions and IT developments being introduced in the road, railway, and aviation sectors were presented to the Head of Government. In particular, the National Video Control System, e-Joldar, Smart Cargo, Q-Gate, QazETA, Echelon Alpha, KinetiX, and Trip Optimizer were demonstrated.
In the road sector, the National Video Control System (NVCS) is being introduced, which includes data from cameras, weight control systems, and toll collection. In the future, the application of AI will make it possible not only to record violations, but also to predict risks, analyze the traffic situation, and prevent road accidents.
The e-Joldar road monitoring system was launched about two months ago and makes it possible to track the condition of roads, the quality of materials, and repair costs. Currently, more than 41 thousand km of roads of republican significance have been digitized. By the end of the year, it is planned to cover the entire road network of the country with a length of 185 thousand km.
The Smart Cargo platform ensures online traceability of international cargo flows on the “one-stop shop” principle. It has united data from 58 information systems, which has made it possible to track 100% of cargo, increase the speed of its passage through the border by 30%, and reduce the waiting time of carriers in queues by 10 times.
Q-Gate terminals have been installed at the country’s airports, which verify passengers by facial biometrics and passport in 15-50 seconds, which is 4-5 times faster than standard control. The QazETA platform – “e-Gov for foreigners” – was also presented, allowing visa-free tourists to obtain an electronic permit online 72 hours before entry.
With the help of the AI platform Echelon Alpha, the transit potential is forecast, the route network is modeled, and demand by destinations is analyzed. About 30 promising routes have already been identified.
In the railway industry, the KinetiX system is being introduced for contactless diagnostics of rolling stock. Due to its application, the time of technical inspection at the station has been reduced by 30% and the volume of manual measurements by 70%. Trip Optimizer is used for automated train operation taking into account the track profile, train weight, and speed restrictions.
The Prime Minister also inspected specialized road diagnostic equipment and heard the results of a number of already completed infrastructure projects.
According to the Ministry of Transport, over the past five years the gross output of the sector has grown 3 times, exceeding 14 trillion tenge. 5 thousand km of railway tracks and 5 thousand km of roads have been repaired, transit by rail has reached 33 million tons, and the volumes of road transport have increased 3 times. Thanks to further digitalization, in the next three years it is planned to build 2.2 thousand km of new railway tracks, increase the volume of transit to 77 million tons, and the capacity of seaports by 4 times. By 2040, growth in domestic road transport is projected from the current 353 to 590 million tons.
The Prime Minister noted the importance of digitalization of the transport sphere and gave a number of instructions.
“President Kassym-Jomart Tokayev has designated the priority of further building a state of digital services. Digitalization and artificial intelligence must bring tangible benefits to citizens, business, and the state. The Government faces the task of accelerating the pace of introducing useful AI solutions in all spheres of the economy. I instruct that the projects on the technological transformation of the transport industry presented today be fully implemented throughout the country in the shortest possible time,” Olzhas Bektenov emphasized.
The Head of Government also gave instructions on the integration of information systems of the transport and related industries to improve safety, reduce timeframes, and optimize costs.
